- To coordinate with the sub-committees of UEH Party Committee in consulting UEH University Party Committee on the program and work plan of the Standing Committee of UEH Party Committee and the Executive Committee of UEH Party Committee.

- To assist UEH University Party Committee, UEH Board of Management, UEH Trade Union’s Executive Committee, UEH Youth Union’s Executive Committee, and UEH Student Union Secretariat in implementing activities in accordance with UEH charter, program and work plan.

- To act as the focal point regarding information and organization; to assign and to use resources rationally and effectively at the request of UEH University Party Committee, UEH University Council, UEH Board of Management, UEH Trade Union’s Executive Committee, UEH Youth Union’s Executive Committee, and UEH Student Union’s Executive Committee.  

- To prepare content, documents, secretaries for meetings and conferences of UEH University Party Committee, UEH University Council, UEH Board of Management, UEH Trade Union’s Executive Committee, UEH Youth Union’s Executive Committee, and UEH Student Union’s Executive Committee.

- To be the focal point for coordination and implementation regarding reporting, synthesis and statistics; to schedule weekly work; to be UEH President’s and Vice-Presidents’ secretary; to inform and to monitor activities and work plans of UEH-affiliated Units.

- To be responsible for the following tasks: Organizing events and congresses, conferences, and celebrations at the University level; coordinating with UEH Training Management Units in organizing UEH Opening ceremony, Graduation ceremony and other activities assigned by UEH Board of Management.

- To implement the process of printing, managing and issuing blank Diplomas and Certificates under UEH University’s seal.

- To develop and to organize the implementation of plans to maintain security and order besides militia and self-defense work. To be the focal point in coordinating with Police units and local Authorities towards maintaining order and security on UEH Campus. To be in charge of managing the outsourcing of security services.

- To be the representative of UEH University in relations with local Authorities at UEH University’s facilities.

- To perform clerical work; to manage seals and signatures in accordance with UEH regulations; to issue nametags, travel papers, referrals, certificates and certifications to UEH officials and employees; to issue student certificates and certifications to supplement students’ military service records; to photocopy and to copy from the originals of the documents issued by UEH University and superior documents in accordance with UEH regulations; to handle incoming and outgoing documents.

- To organizing reception work; To be the contact point: Arranging working schedule, welcoming UEH guests (except international guests). To prepare necessary conditions for UEH Leaders on business trips.

- To manage and to coordinate the Halls, Meeting rooms, Ground lobby at Campuses A and B; To manage and to decorate flags, podiums, Uncle Ho statues. To manage rental activities and leasing meeting rooms and halls.

- To manage and to coordinate the car use concerning UEH’s work.

- To manage, to operate and to work directly with UEH’s Online Office system provider.

- To manage and to operate all activities of UEH Hotel directly. To report to UEH President regarding Hotel operation results on a regular and irregular basis.

- To manage UEH’s gifts and UEH guidance system at all UEH Facilities. To coordinate with UEH Department of Facilities to order the construction of UEH-affiliated Unit nameplates.

- To manage and to monitor the cooperation agreements between the University and a number of other extra Units outside UEH.

- To coordinate UEH Functional Units to additional perform tasks arising during the UEH’s operation.

- To manage human resources, facilities and assigned means and equipment effectively;

- To perform other tasks assigned by UEH President.
