Strategic governance includes the various measures and processes that public organizations develop and commit to implementing to realize their vision, mission and goals. It includes the practices of governance, leadership, implementation of policy-making and planning processes, and linking those activities together to achieve objectives. Students need to have an understanding of how to manage public organizations with attention to administrative management and public services. On that basis, they are led to learn about leadership, accountability, responsiveness, ethics, and achievement.

The context in Vietnam is the focus around which the course content is built. The discoveries and detailed content in the treasure of modern human knowledge will be applied to help students have an in-depth, multi-dimensional view and argue about the vivid reality in Vietnam.

This module covers three overarching topics that are deeply interconnected. These are also the goals of knowledge creation for students:

● Practicing strategic management of public organizations in typical countries

● Strategic planning and decision-making.

● Political environment in strategic planning

Modern strategic management practices in public organizations: These practices tend to accumulate authority and accountability in political execution. The role of the public service is to provide objective, non-partisan, and permanent advice that protects the ability to speak the truth before authority. Although, political people must be especially satisfied with political orders and pressures, easily affected by political results, but civil servants are not. Ministers are entitled to independent advice from the public service and the political service, but as some studies have shown the rise of political urgency can threaten and compromise the independence of the ministers. public service.

Strategic planning and decision-making. An increasing number of governments in countries are taking a results-based approach to policy making. Governments and citizens want to know that goals are achievable and that these achievements can be measured over time. However, an elected government's commitment to delivering on foundational promises poses an interesting challenge to public service. These services play an important and integral role in providing policy advice to elected governments. In particular, how will this advisory role be maintained when elected governments are deemed to have a rock-solid determination to deliver on campaign promises? This development also requires a dialogue as to whether new concepts of accountability are required.

Political environment. The world is a collection of diverse politics, policy-making, and strategic decisions that serve the interests of nations. The discoveries and analyzes in this module help participants understand how countries' policies and strategic goals are shaped. That helps students to be prepared when they need to interact with partners in other countries.
