6. Brief Description of Course Content:

The projects' activities are related to many fields and organizations in society, so acquiring the knowledge and skills of project management is very necessary in the graduate course program, Public Management major. About content, in addition to the overview, the course will provide the participants with knowledge about project selection, project organization model, the knowledge related to resource allocation, risk control and management, integrated management for the project when deploying and what to do at the end of the project.
First, in order to master and unify the concepts in the learning process, in the overview of project management, participants will be introduced to basic concepts, referring to the specific nature of projects, life cycle of the project and the partners/organizations involved. Next, participants are also equipped with knowledge about the goals, the role of project management and the contents that need to be managed in the project development process. Although it is not a project appraisal course, project managers also need to understand the selection of investment projects. So participants are equipped with knowledge related to the selection of projects in the public/private sector, and the selection of priority projects. To make a good project selection, participants are provided with analytical frameworks, including micro/macro analysis, market analysis, etc. In particular, participants are also provided with knowledge related to project selection under uncertain conditions. After the project is selected, the next step is to plan the project schedule. Participants are introduced to some project organization models. There is no better organizational model than the others, but only the fit with the project characteristics.  The next step is the construction of the project's staff, which should pay attention to team building and conflict management. Time management is one of the important topics in project management. Participants will be equipped with some techniques related to time management through CPM and PERT diagrams. After calculating the time parameters for the model, the manager can apply the results from the time parameters to harmonize resources, a scientific application to limit the fluctuation of resources project building. The content of risk control and risk management will provide participants with knowledge and experience related to the quality control and risk control of the project. Project management has many other things to do such as information management, scope management, contract management, etc. These are presented before discussing the integrated management perspective. In the last part is the presentation of the project's closing. Participants will be discussed about the forms of project closure, the work to be done before closing a project, especially the summary reports to draw lessons for the following projects.
