The course Science, Technology, and Innovation Policy provides students with foundational knowledge and analytical frameworks for the formulation, implementation, and evaluation of STI policies. Topics include: the concepts, roles, and evolution of STI policy; theories of innovation systems (national, regional, and global innovation systems); policy instruments such as R&D funding, tax incentives, standards, intellectual property, and open innovation policies; as well as methods of technology foresight, roadmapping, and socio-economic-environmental impact assessment. In addition to examining international practices (OECD, EU, US, Korea, China), the course emphasizes Vietnam’s STI policy context, analyzing national strategies, World Bank/OECD reports, and recent academic studies. Through group projects, case studies, and policy analysis exercises, students will develop critical thinking, policy proposal, and evaluation skills to foster STI-driven development in the context of globalization and the Fourth Industrial Revolution.
