5. Course Objectives:

After completing this module, students will be able to: Master specialized legal regulations governing urban planning and the state’s role in overseeing urban planning processes. Additionally, the “Urban Planning Law and Real Estate Business” course enables students to acquire in-depth legal knowledge on regulating real estate investment and business activities undertaken by project developers in Vietnam, as well as understand the role of government agencies in managing the real estate market. Understand the scope and limits of authority and duties of public agencies and civil servants involved in urban management and the real estate market. Possess an in-depth understanding of legal regulations on formulating, appraising, approving, and adjusting urban plans, as well as regulations regarding market entry for real estate investors, investment activities, and the implementation of real estate projects. Identify fundamental principles in managing Vietnam’s urban planning efforts, along with the operating principles of the real estate market and real estate transactions. Apply acquired legal knowledge to effectively carry out state management of urban planning and maintain oversight of Vietnam’s real estate market—particularly in the stages of licensing, appraisal, and post-licensing oversight. Develop independent critical thinking regarding policies and laws that regulate urban planning and govern actors in Vietnam’s real estate market. Students can confidently articulate strengths and weaknesses in current legal regulations on urban planning management and real estate market management in Vietnam. Analyze and resolve practical scenarios and legal issues arising in the process of managing urban planning and overseeing Vietnam’s real estate market.

6. Brief Description of Course Content:

The module on urban planning and real estate market management studies the practical legal provisions governing urban planning and state management for real estate business activities in Vietnam. . Specifically, students will study the regulations on the formulation, appraisal and approval of urban planning, classification of urban planning, the authority to formulate and approve urban planning, and adjustment of urban planning in Vietnam. Vietnam. In addition, the legal regulations on state management of the real estate market in Vietnam are also studied from the following angles: the legal provisions on market entry conditions that the Vietnamese state stipulates. For investors, the issue of control and management of housing projects to be formed in the future, real estate project transfer transactions of investors as well as legal regulations on management. Housing project management to ensure that those projects are implemented in accordance with the approved content and requirements is one of the main contents in the training program of this module. The legal module on urban planning and state management of the real estate market is divided into two main parts as follows: A study on the legal provisions on urban planning and planning in Vietnam and Part 2 studies the regulations on Vietnam's real estate market and the legal regulations on state management of the real estate market.
