5. Course Objectives:

1. Strengthen and enhance understanding of public asset management and state compensation liability, through discussions and analyses of relevant legal regulations. 2. Develop skills in analyzing and evaluating the legal provisions related to public asset management and state compensation. 3. Acquire teamwork skills, the ability to conduct research, design presentations, and articulate viewpoints effectively. 4. Foster a proper attitude toward public asset management and state compensation, emphasizing a commitment to justice and social equity.

6. Brief Description of Course Content:

This course is intended to provide master’s students with in-depth knowledge of two important groups of issues in public administration: the law on public administration and the law on state compensation liability. The course content includes the following topics:

- Issues of public property management: students will have access to theories and foundations for building regulations on public property identification, the role of public property and the necessity of public property management. Students also have access to regulations on public asset management in administrative and non-business areas, public assets belonging to infrastructure serving national interests, public interests, and asset management. management at enterprises, financial management of land and other resources, management of assets established under state ownership, management of state reserves..

- The issue of state compensation, trainees have access to different theories on the basis of state compensation, analyze and evaluate the provisions of current Vietnamese law on state compensation, including contents in mind such as: basis for determining state compensation liability, compensation subject, way of determining compensated damage, compensation procedures, compensation funds and payment procedures, responsibility reimbursement obligation.
