5. Course Objectives:

Government has a responsibility to use of public resources such as taxes, fees, charges or other revenues through budgeting and managing the government finance. The process of budgeting and public finance management varies from country to country, but should always be underpinned by principles of good financial governance. This course introduces budgeting and fiscal management as a tool to use the public resources effectively and legally. The focus is on the budgetary process, the principles for good management of public resources and public financing, and the adoption of private sector practices in managing cash, accounts receivable, and analyzing financial statements.

6. Brief Description of Course Content:

The course is designed to provide an advanced framework for fiscal management and budgeting. First, the course introduces and analyzes the federal institutional model, the budget process, the budget cycle, and the budget structure. Then, the course outlines and analyzes the federal budget, the federal budget deficit, the state budget, and the debt limit based on practical problems in a specific country. This helps students to critically evaluate, evaluate, and solve situations from an independent and professional perspective. Next, the course analyzes changes over time in budgeting methods, expenditure management and control, and budget reform, focusing on analyzing the practical application of budgeting methods: results-based budgeting, performance budgeting, and assessing the predictability and transparency of medium-term budgeting. In addition, the course analyzes the specific revenue sources of local governments, autonomy and support from higher-level governments in the fields of education, health, and social security. Finally, the course also addresses issues of budget reporting and accountability.
