5. Course Objectives:

(1) Understand the state apparatus; decentralization of state management; local government and local government finance; (2) Understand the decentralization of government and intergovernmental finance; (3) Understand the steps in the local budget cycle; (4) Understand the characteristics and list of revenue sources of local governments: taxes, usage fees, subsidies. Which types of taxes are suitable for local governments? (5) Learn about the provision of services by local governments; Compare the theory of responsibility and the actual operation of local governments in some countries; (6) Learn about forms of local government borrowing, financial sustainability and accountability.

6. Brief Description of Course Content:

The subject focuses on policy and governance options to effectively empower local governments to improve public goods supply, economic governance and citizen participation.

Specifically, the subject will discuss the role of urban and rural governments in providing public goods and services to residents with local differences. Theoretical and practical aspects of fiscal decentralization, with detailed analysis of four basic contents of the rationality of local-central expenditures, revenue diversification, design of financial transfers intergovernmental borrowing, local government borrowing, and implementation of decentralized reforms to improve. In addition, the course also presents methods of setting up, operating and managing local budgets, and discusses funding policies for education, infrastructure development, poverty reduction, etc.
