The Public Sector Performance Management course provides a comprehensive overview of performance management in the public sector, covering fundamental concepts, historical development, and practical applications. The course begins by defining core concepts such as performance, performance measurement, and performance management, while exploring their interconnections with public values, including accountability, transparency and equity. It delves into the historical evolution of performance management, highlighting key movements from early innovations like scientific management and performance budgeting to contemporary trends such as New Public Management (NPM) and evidence-based management. Additionally, students will gain essential knowledge and skills in performance measurement, including indicator development, data collection, processing, analysis, reporting and the use of performance information, with a focus on quality assurance at every stage.

A key highlight of the course is the introduction to and practical application of Data Envelopment Analysis (DEA), a non-parametric method for measuring efficiency and productivity. Students will apply DEA using commonly used tools such as Excel and R, drawing on real-world data and case studies from sectors such as healthcare, education, and public administration. Moreover, the course examines how performance information can be integrated into policy cycles and management systems, explores the factors influencing the use or non-use of performance data, and evaluates its functional and dysfunctional impacts. Combining theory, practical exercises, and real-world case studies, the course not only deepens students’ understanding of performance management but also develops their critical thinking and analytical skills, equipping them to address contemporary challenges in public sector governance amid ongoing reform and modernization.)
