5. Course Objectives:

Administrative law and administrative procedure are specialised legal sciences that provide fundamental knowledge on administrative law, state administrative management, administrative violations, handling administrative violations, and measures for inspecting and supervising state administrative management activities. This knowledge is essential for the development, implementation, and improvement of laws in state administrative management, ensuring effective management and actively protecting the legitimate rights and interests of individuals and organisations. At the same time, the course on Administrative Law and Administrative Procedure also provides foundational knowledge for studying other specialised legal sciences, including document drafting, land law, labour law, and environmental law.

6. Brief Description of Course Content:

Administrative Law and Administrative Litigation is a specialized legal discipline that provides fundamental knowledge of Administrative Law; state administrative management; administrative violations, the handling of administrative violations; and mechanisms for inspection and supervision of state administrative activities. This body of knowledge is essential for the formulation, organization of implementation, and improvement of administrative law; for ensuring effective administrative management; and for actively safeguarding the lawful rights and interests of individuals and organizations within state administrative management.

In addition, the course Administrative Law and Administrative Litigation covers key issues relating to the jurisdiction of the People’s Courts over administrative adjudication; participants in administrative proceedings; proof, evidence, and interim urgent measures; initiation of lawsuits, acceptance of cases, pre-trial procedures, and first-instance trials; as well as appellate, cassation, and reopening procedures in administrative cases.
