5. Course Objectives:

This course focuses on how to build an effective financial system to promote economic development in a transitional, open, and developing economy like Vietnam. An institutional approach has been chosen to present this course. The course begins by introducing an overview of the financial system, analyzing the development of the financial system and the problems of the financial system in developing countries. In more detail, the course also discusses the institutional foundations of the financial system including financial contracts, legal background, property ownership and collateral, banking law, banking regulations, business financing, monitoring and control activities. The course will also discuss financial crises: causes, and solutions based on the experiences of financial crises in different countries. We consider the basics of the rules of governance, oversight and regulation of the financial system. Finally, the role of the state in creating and supporting banking institutions and financial markets for economic development is emphasized, especially in the context of transition and integration economies.

This course introduces students to a well-functioning financial system that promotes economic development in a transforming, open, and developing economy. The course begins by introducing an overview of the role of the financial system in the economy, analyzing the development of the financial system and the problems of the financial system in developing countries. development, from the potential dangers of government failure to financial repression to financial liberalization. In more detail the course also discusses the foundations of the financial system including financial contracts, legal foundations, property and mortgage rights, banking law, banking regulation, finance business support, monitoring and control activities. After completing this module, students are supplemented with knowledge to have analytical, research and decision-making skills in economic fields related to government, business and other organizations.
