5. Course Objectives:

With the ever-increasing conveniences of information technology, transportation technology supported by ever-improving procedures towards streamlining, countries are getting “closer” to each other. Territorial and national boundaries still exist, but people and with them culture, trade, politics, even pollution, crime between territories and countries become easier and more convenient. From that perspective, the course aims to equip learners with the concept of borders in the broadest sense along with a series of economic, political, social, cultural, etc. cross-border issues that, in order to be resolved satisfactorily, require cooperation between countries and the international community based on basic standards.

6. Brief Description of Course Content:

With the advancement of transport and information technology, the world's countries seem to get closer together. Their boundaries still exist, but people, culture, commerce, politics, and even pollution and crime are moving between regions and nations increasingly easier and more convenient. This course aims to equip students with the basics of cross-border management knowledge such as foreign trade flows, capital flows, tax policy, and tariff alliances. In particular, the module focuses on describing the theory of border management, legal and international practice of customs organization, and customs management activities in a global context. In addition, this course also discusses other contemporary issues such as trade promotion, capital support, international labor flows, national security, cross-border crime prevention, protection of biological encroachment and bad culture intrusion, anti-terrorist risks, etc. An integral part is risk management in the customs sector discussed at the end of the course.
