5. Course Objectives:
With the ever-increasing conveniences of information technology, transportation technology supported by ever-improving procedures towards streamlining, countries are getting “closer” to each other. Territorial and national boundaries still exist, but people and with them culture, trade, politics, even pollution, crime between territories and countries become easier and more convenient. From that perspective, the course aims to equip learners with the concept of borders in the broadest sense along with a series of economic, political, social, cultural, etc. cross-border issues that, in order to be resolved satisfactorily, require cooperation between countries and the international community based on basic standards.
6. Brief Description of Course Content:
The Principles of Border Management module provides basic knowledge of borders and cross-border issues such as goods flows, capital flows, tax policies and customs unions. In particular, the module focuses on describing the theoretical, legal and international practices of the organization of the customs apparatus and customs management activities in the global context. In addition, this course also discusses other issues such as promoting trade, supporting capital flows, international labor flows, protecting national security and safety, preventing cross-border crime, preventing biological and cultural aggression, preventing the risk of terrorism, etc … An indispensable part is risk management in the field of customs which is discussed at the end of the course
