The Harmonized Description and Commodity Coding System, hereafter HS, is probably one of the most successful trading tools developed by the World Customs Organization (WCO). The HS provides a multi-purpose catalog of goods used in more than 200 countries and has become a universal economic language essential to the fluidity of international trade. Therefore, this course aims to outfit students with the fundamental knowledge of tariff classification based on the HS nomenclature and basic notions of the origin of goods. Specifically, students acquire a practical skillset of coding, describing, and classifying goods regarding the Vietnam and ASEAN Harmonised Tariff Nomenclature. Rules of origin, both non-preferential and preferential, are also mentioned in the context of Vietnam joining to a vast majority of free trade agreements.
