This course provides an introduction to the issues and methods of public policy analysis. This course provides an introduction to the issues and methods of public policy analysis.

6. Brief Description of Course Content:

The course deals with the objectives and content of fiscal management as well as the methods of budgeting; public expenditure management goals and methods of budgeting; policy analysis and formulation, clarifying the relationship between goals and policies, between policies and budgets. The course introduces and compares traditional budgeting methods to modern budgeting methods. In addition, the subject builds a system of indicators to measure and evaluate the effectiveness and efficiency of spending programs, as a basis for better budgeting for the year of estimation. The chapters outline the fiscal plans, compositions and content of the medium-term financial and expenditure frameworks. The course also equip learners with medium-term budgeting skills such as revenue forecasting and spending estimates tied to industry and locality. Finally, the course introduces practical situations for learners to access and analyze budget estimates and reports that have current policies governing each specific locality.
