PROVISION

Research Fellowship at the University of Economics Ho Chi Minh City 2021

Chapter I

GENERAL PROVISIONS

Article 1. Scope and Subjects of the Application

This regulation stipulates the standards, duties, and benefits for researchers who aspire to become research experts at the University of Economics Ho Chi Minh City (UEH).

Article 2. Purpose

The guidelines and regulations on research fellowship at UEH were created to:

  1. Promote UEH’s academic research and international publications in prestigious and high-ranking scientific journals worldwide.
  2. Increase UEH’s academic reputation by strengthening its international research network.
  3. Connect international scientists, spread the spirit of international publication, connect internal and external resources, and enhance knowledge sharing within and beyond UEH to positively develop high-quality, sustainable scientific research activities.

Article 3. Term Definitions and Interpretation

In this document, the terms below shall be construed as follows:

1. ISI Journals:

  1. The field of natural sciences and engineering list of journals includes the Science Citation Index (SCI) journals and the Science Citation Index Expanded (SCIE) journals, selected and classified by the Institute for Scientific Information, USA.
  2. The field of social sciences and humanities includes a journal in the Arts and Humanities Citation Index (AHCI) or Social Science Citation Index (SSCI) and is selected and classified by the Institute for Scientific Information, USA.

2. Individual H-index:

The H-index of a scientist establishes if the N works of that scientist have been cited at least H times, and (N - H) cited under H times. For example, if a scientist has an H-index = 20, it means that the scientist has 20 research works, with each having been cited at least 20 times.

3. Research Working Group:

A group that conducts the scientific research and training of highly qualified human resources with effective results; has many high-quality assets; meets the criteria of the advanced research universities; acts as the core or coordinates with other research groups to carry out national scientific and technological tasks; directs and leads advanced and modern research directions, each in their field of expertise, towards national scientific and technological products; creates competitive factors and investment that can assist in developing excellent research centers and or new research institutes.

Chapter II

STANDARDS AND DUTY OF RESEARCH FELLOWS

Article 4. Standards of Research Fellows

  1. Doctorate Degree or higher.
  2. No less than five publications in ISI journals within the last five years.
  3. Scientific reputation that has been assessed through an individual H-index coefficient of 5 or higher (based on Scopus data).
  4. A plan with the aim of research collaboration with UEH within three to five years.

Article 5. Application Requirements and Eligibility

UEH will only accept applications from research fellows who have not violated the law and are not subject to a period of consideration or prosecution for criminal liability in the Socialist Republic of Vietnam or the country where their collaborators are residents. The application for research fellowship at UEH shall include:

  1. The candidate’s Doctorate Degree
  2. The candidate’s scientific background, listing all respectable scientific research projects within the last five years (with proof)
  3. Proof of H-index in the Scopus database
  4. Long-term research collaboration plan with UEH

Article 6. Admissions Process

  1. Applicants must submit their information and documents online through the UEH portal.
  2. The Department of Human Resources Management, Department of Research Management – International Cooperation, and relevant units will coordinate simultaneously to evaluate applications and submit documents to the university president for approval when the dossier meets the requirements.

Chapter III

RIGHTS AND OBLIGATIONS OF RESEARCH FELLOWSHIP HOLDERS

Article 7. Rights of Research Fellows

  1. Research fellows will be provided with sufficient information for research in accordance with the conditions at UEH.
  2. Research fellows will be given priority to use all facilities and equipment necessary for training, scientific research, and technological transfers.
  3. They will be fully compensated in accordance with the degree of work completed. The remuneration will be based on the current internal expense regulations at UEH, as applied to all UEH employees.
  4. Flexible working hours will be allowed, and accommodation will be provided when working at UEH upon request from the unit directly supervising the research fellow.

Article 8. Obligations of Research Fellows

All publications must be listed under UEH (along with co-authors who are current UEH employees) on all international journals under SSCI or SCIE (according to the database on the Web of Science) or under Scopus Q1 or Q2, and the research field of the published work must be aligned with UEH’s current training curriculums. Each year, research fellows must participate in at least one of the following activities at UEH:

  1. Seminars and scientific conferences organized by UEH (as reviewers and or chairpersons)
  2. Review committees of scientific research projects at all levels at UEH
  3. Thematic reports on research methods chaired by the schools or institutes
  4. All research working groups at UEH
  5. The implementation of scientific research projects at all levels chaired by UEH
  6. Providing guidance to PhD students at the request of the schools or institutes
  7. University ranking surveys for UEH, when invited
  8. Other scientific research activities as suggested and requested by UEH
