The lesson content is based on M. Porter's competitive analysis system, diamond model, and cluster analysis framework. The module will begin by introducing the core concepts of competitiveness, competitive advantage, and clusters, before delving deeper into the factors that determine an economy's or region's competitiveness. The economy is often understood at multiple levels (global, international, national, and local) and at various stages of growth (advanced, developing, and transitional). Case studies will be used to demonstrate the theoretical method. The module then goes into how the competitiveness analysis process and the diamond model have been used in practice in Vietnam, with an emphasis on economic planning and upgrading in various areas. In the background of Vietnam, the course will place a strong emphasis on regional and local economic development strategies. Finally, through case studies of clusters or localities, the module will include in-depth discussions on various aspects of Vietnam's competitiveness. This segment starts with a look at provincial competitiveness, then moves on to regional and national competitiveness. The students will complete a community project to complete the curriculum at the end of the course. |

The course develops an deep understanding of when and how the government may intervene in the economy, and analysis the effect of government spending programs: current spending and capital expenditures. The course include an analysis of the theoretical bases that guide government intervention in the economy by using the expenditures programs on education, health, social security and the public investment programs. Besides, the course discusses the fiscal decentrelization and the medium-term expenditure framework to determine the aggregate fiscal disciplines. To look forward to the future budget balance, the course debates over the budget deficits and gorvernment debts and the way to manage the fiscal riks. |
