Institute of Public Policy Implementing “Innovation and Digitalization in Public Sector” Training Program in Ba Ria - Vung Tau Province

On April 02nd and 03rd, at the Convention Center of Ba Ria - Vung Tau Province, Institute of Public Policy, University of Economics Ho Chi Minh City (UEH) collaborated with the People’s Committee of Ba Ria Province - Vung Tau on organizing the short-term training course on “Innovation and Digitalization in Public Sector” for more than 100 key leading officials at Provincial and District levels within the Province.

Attending the training course, in terms of University of Economics HCMC, were Dr. Dinh Cong Khai - Vice Head of UEH College of Economics, Law and Government (CELG) and Director of Institute of Public Policy, Dr. Trinh Tu Anh - Director of Institute of Smart City and Management (ISCM), Dr. Nguyen Duc Tri - Dean at Insitute of Tourism, UEH College of Business (COB) and lecturers of UEH College of Economics, Law and Government. In terms of the People’s Committee of Ba Ria Province - Vung Tau, there were the attendances of Mr. Tran Van Tuan - Vice President of the People’s Committee of Ba Ria Province - Vung Tau and more than 100 learners as key leaders of Ba Ria Province - Vung Tau.

Delivering the opening speech of the training course, Mr. Tran Van Tuan - Vice President of the People’s Committee of Ba Ria Province - Vung Tau sent his thoughtful gratitude to Institute of Public Policy for supporting to organize the training course. He emphasized that the Decision of the 7th Party Convention of Ba Ria - Vung Tau Province in the 2020 - 2025 period initiated one of 10 core missions which is “Promoting technological science application, creating a start-up ecosystem, enhancing administrative renovation, digitalization, building smart cities”. The Local Authorities suggested an Acting Program with an orientation to 2030, which leads Ba Ria Province - Vung Tau to basically complete the digital process and form it to be a smart city model and fundamentally and comprehensively innovate the management and operation activities of the local authorities, the manufacturing and business activities of corporates, and the life- and working styles of the citizens, digital economics will become a core foundation promoting the economy to develop firmly and the construction of a safe, humanity, and prosperity society”.

In the opening session, Dr. Dinh Cong Khai mentioned the targets of the training program: (1) Advancing understanding of the context of the Industrial Revolution 4.0 and the impacts of the environment on the provincial-level competitiveness capacity towards sustainable development; (2) Understanding innovation and digitalization in Public Sector and its roles in increasing the competitiveness capacity and sustainable development of the province; (3) Understanding approaches to smart city affiliating with digitalization; (4) Intensively understanding planning and managing the effective implementation of digital innovative strategies in the public sector of locals/ organizations; (5) Changing management in the digital era aiming to successfully deploy digitalization in locals; and (6) Understanding the role of leading and risk management in the process of carrying out digitalization in the province.

The course took place successfully with the active and exciting participation of all Heads of all-level Departments and the People’s Committee, which represented the determination of those Heads in promoting the successful implementation of digitalization in Ba Ria Province - Vung Tau. The success of the course opens new opportunities for cooperation in the field of applied research, training, consultancy, and debate regarding policies between Ba Ria - Vung Tau Province and University of Economics Ho Chi Minh City.
