UEH organized a seminar on "Evaluation of MEL quality control system", and "Pause and Reflect Session" under USAID's Provincial Capacity Enhancement Project

Attending the seminar, from Chemonics International, the United States was Mr. Peter Vaz - Project Manager "Provincial Capacity Enhancement Project" with members of the SPC project and representatives of Chemonics International. On the UEH side, there were Prof. Dr. Nguyen Trong Hoai - Vice President; Dr.Dinh Cong Khai - Dean of School of Government; Dr. Nguyen Huu Lam - Director of Research & Development Management Center; with lecturers of School of Government; regional scientists are interested in the program.

An overview of the seminar

The seminar program included presentations and discussions of SOG / UEH and representatives of SPC Project Management Board, focusing on three main issues:

  • Discuss and validate priorities, and take action to implement the proposed plans in the Monitoring, Evaluation, and Learning (MEL) Report for SOG.
  • Discuss and clarify the MEL system, including the inputs, indicators, and output scales, brought from the SOG operational model into the MEL system.
  • Discuss and adjust indicators and objectives based on first-year capacity building plan and long-term plan for SOG.

The seminar helped project members to understand the content of the work completely, adjust the evaluation indicators and objectives; This will form the foundation for the development of a training program to build the capacity of public sector officials towards strengthening provincial capacity.

Following the seminar "Evaluation of MEL quality control system", on the morning of February 27, 2020, the School of Government (SOG) continued to organize a seminar " Pause and Reflect " (P&R) under the chapter cooperation program " Provincial Capacity Building " between United States Agency for International Development (USAID) and Ho Chi Minh City University of Economics. Ho Chi Minh City (UEH).

The P&R seminar is a series of learning activities using the collaborative, learning, and adaptation (CLA) model to promote information sharing, promote continuous learning, and consolidate knowledge within the system and decision making process.

The objective of the seminar is to provide SOG / UEH working groups and USAID SPC project teams with the opportunity to analyze and monitor the Project's progress, reflect bottlenecks, and identify lessons. Learn experience in the implementation process. Based on these discussions, SOG / UEH and USAID SPC will decide to make the necessary adjustments, ensuring the the project meets the goals and progress.

The seminar included sessions on benefits and shortcomings that need to be adjusted and recommendations for implementation.

The conclusion at the seminar provided by Prof.Dr. Nguyen Trong Hoai - UEH Vice-President, highly appreciated and acknowledged the enthusiastic comments of experts and scientists in information sharing, promoting learning, improving knowledge continuously. At the same time, systematically synthesize knowledge in decision-making processes.

The opinions of the scientists helped interpret and provide evaluation indicators, objectives, as a foundation for developing training programs for building the capacity of public sector officials, towards strengthening provincial capacity.
