Assoc. Prof. Bui Quang Hung appointed President of the University of Economics Ho Chi Minh City

The Minister of Education and Training signed Decision No. 1118/QĐ-BGDĐT dated May 11, 2026, appointing Assoc. Prof. Bui Quang Hung as President of the University of Economics Ho Chi Minh City (UEH).

This marks an important milestone in UEH’s 50-year development journey, highlighting the University’s strategy of cultivating a new generation of leadership developed through its own academic, educational, and governance environment.

Assoc. Prof. Bui Quang Hung was born on September 22, 1978, in Khanh Hoa Province, and is an alumnus of UEH’s Accounting and Auditing program (1996-2000 cohort). He was the Valedictorian of UEH’s 1996 university entrance examination.

The newly appointed President earned a Master of Business Administration degree from the Asian Institute of Technology (AIT), Thailand; a Master’s degree in Finance from ESCP-EAP European School of Management, France; and a Ph.D. in Economics with a specialization in Accounting from UEH. In 2023, he was officially recognized by the State Professorship Council as meeting the standards for the title of Associate Professor.

Starting as a student, he began his professional journey at UEH in 2001 as a lecturer and researcher at the Faculty of Accounting and Auditing. His research spans accounting and auditing, financial management, technology applications, digital transformation, organizational innovation, university governance, and sustainable university models.

To date, Assoc. Prof. Bui Quang Hung has accumulated over 20 years of university management experience in various roles: Secretary of the University Youth Union, Chief Accountant, Head of the Department of Finance and Accounting, Head of the Department of Human Resources, Director of the Vinh Long Campus, Rector of UEH College of Technology and Design, Vice President, and Interim President overseeing finance, undergraduate and postgraduate education, communications, and digital transformation.

Together with previous generations of leadership, the newly appointed President of UEH has directly led and implemented many strategic initiatives that have continuously driven UEH’s transformation and development toward a modern university governance model, including comprehensive autonomy, digital transformation, innovation in student care and learner experience optimization, professionalization of communications and branding, internationalization, and the promotion of university-business-local government-community partnership models in the Mekong Delta region (UEH Mekong Campus) and Khanh Hoa Province (UEH Nexus Campus Nha Trang).

Since 2021, through his roles as Vice President and Interim President of UEH, Assoc. Prof. Bui Quang Hung has directly led the implementation of UEH’s restructuring strategy toward becoming a Multidisciplinary and Sustainable University, gradually shaping the model of an urban innovation nucleus - the “UEH UniverCity Innovation Hub.” This strategic model is aimed at realizing UEH’s vision: becoming a multidisciplinary, sustainable university ranked among the Top 150 universities in Asia by 2030 and the Top 100 by 2045.

Recently, UEH was selected by the Government and the Ministry of Education and Training as one of three key universities in the Southeast region to receive focused investment and development toward becoming a leading advanced university in Asia.

The appointment of Assoc. Prof. Bui Quang Hung, as President of UEH, represents not only a leadership transition but also the continuation and promotion of UEH’s eight cultural values: unity, compassion, dedication, professionalism, innovation, pioneering spirit, internationalization, and sustainability. It reaffirms UEH’s consistent philosophy and mission over the past 50 years while opening a new development phase for 2026-2030, with a vision toward 2045 of becoming a prestigious university ranked among the Top 100 in Asia.

Process for Introducing the Candidate for President

of University of Economics Ho Chi Minh City

The nomination process was implemented by UEH in accordance with the regulations of the Communist Party, the State, and the Ministry of Education and Training.

On May 4, 2026, UEH held personnel process conferences under the chairmanship of the Department of Organization and Personnel of the Ministry of Education and Training, with participation from relevant authorities and UEH’s key leadership and management team.

The appointment process for Assoc. Prof. Bui Quang Hung, as President of UEH, included discussions and secret ballots across multiple stages, including the UEH Leadership Collective Conference, the Expanded Leadership Collective Conference, the Key Personnel Conference, and the second UEH Leadership Collective Conference, achieving 100% approval at all stages.

Based on the results of the process, UEH completed and submitted the dossier to the Standing Committee of the Party Committee of the Ministry of Education and Training, and to the Minister, for consideration and final decision.

In the coming period, UEH will continue implementing procedures to implement the policy of combining the position of Party Secretary with that of the head of a public higher education institution, in accordance with Resolution No. 71-NQ/TW dated August 22, 2025, issued by the Politburo on breakthroughs in education and training development.
