In 2024, the College of Economics, Law and Government (CELG), University of Economics Ho Chi Minh City (UEH) carried out many remarkable activities, not only shaping their own identity in teaching and research but also demonstrating that CELG has continuously strived to fulfill its educational and research mission. "Looking back at 2024: Outstanding activities shaping the identity of UEH - CELG" will review the important activities that CELG has carried out over the past year.
With the diversity of its Schools/Institutes in the fields of research and teaching, CELG aims to build an academic ecosystem with its own unique characteristics. From traditional strengths such as economics, law, public management, public policy, public finance, sustainable finance, etc. to new and modern fields such as English language, applied mathematics, economic mathematics, financial mathematics, economic statistics and risk analysis. This diversity has firmly consolidated the three pillars of CELG: Theory, Tools and Practice. Thanks to that, CELG constantly improves the quality of teaching and research, creating conditions for lecturers and students to develop comprehensively in an advanced academic environment.
In the academic ecosystem at CELG, the role of CELG's faculty, researchers and experts play the most important role. CELG constantly expands its diverse network of partners with many prestigious educational and international organizations, helping to consolidate and increase the academic ecosystem, improve teaching quality, research direction on policy analysis and international publication. Thereby, it has contributed to the development of UEH and also influences and spreads to the global community.
Integrating with the trend of internationalization of UEH's training programs, CELG constantly strives to improve the quality of education through the application of international standards in training program accreditation. In 2024, the CELG conducted a self-assessment of 03 training programs according to the international standards of FIBAA (Foundation for International Business Administration Accreditation), including the Master of Public Administration program under the School of Government, and two undergraduate programs: Bachelor of Arts in Applied Economics (School of Economics) and Bachelor of Arts in English Language - Business English (School of Foreign Languages).
In addition, the training programs from undergraduate to Postgraduate levels are also designed to meet the needs of the labor market, emphasizing the ability to apply knowledge to solve practical problems; focusing on internationalization and enhancing practical experience for students.
CELG’s transformation in adopting international standards and continuously improving its training programs is a testament to its ambition to not only enhance the learning experience for students but also ensure that graduates are competitive, contributing to the sustainable development of the country and reaching out to the world.
The 2024 Annual International Conference on Economics, Law and Government (ELG), organized by CELG, took place on July 30 and 31 with the theme “Approaching the Dual Transformation: Digitalization and Climate Change in Developing Countries”. The conference attracted the participation of 250 leading researchers, experts and scholars around the world to discuss and share knowledge on new initiatives and solutions to promote sustainable development through digitalization and measures to mitigate the impacts of climate change.
ELG 2024 not only contributes to enhancing UEH's position in but also promotes the academic ecosystem, enhances collaboration among global researchers, and supports the development of policies and solutions to respond to the challenges facing developing countries today.

CELG has also made a positive mark in the academic community through the successful organization of 03 national scientific conferences. The national conferences in 2024 are not only forums for knowledge exchange among participants but also affirm the academic strengths of the university, strengthen connections between domestic scholars and contribute to community development.
One outstanding conference was the "Economics, law, management and sustainable development under the impact of the 2024 Land Law" held at Vinh Long Campus - UEH, attracting the participation of researchers and experts, analyzing the impact of the new Land Law on the fields of economy, society and government. In addition, the conference "Public Finance Policy Adapting to Climate Change" was also successfully organized with the coordination among CELG, the Academy of Finance, the Institute of Strategy & Financial Policy and Nha Trang University. The conference is an important forum for experts to share experiences and new initiatives to propose policy implications for adapting to the challenges of climate change. CELG's School of Law has also demonstrated their autonomous role in promoting scientific research by participating in the conference "Banking Law and Banking Activities in the Digital Economy" held at the University of Law - Hue University.

Being prominent in international cooperation activities over the past year, CELG has gradually affirmed their role in connecting and transferring knowledge through activities, events, seminars, workshops and training courses with guests from different countries.
One of the important milestones in CELL's development is the signing ceremony of cooperation agreement with the Association of Chartered Certified Accountants (ACCA). This agreement opens up opportunities for students and lecturers to access international professional certificates and promotes comprehensive cooperation demand in the field of research and training in accounting, public finance and taxation.
In addition, the visit of the Deputy Mayor of Rotterdam (Netherlands), Mr. Vincent Karremans, contributed to consolidating and deepening the cooperation between CELG and international partners, opening up new potentials in connecting and developing long-term strategies. The international conference "Recent Trends in Language Education and Applied Linguistics", organized by the School of Foreign Languages, is another typical example of CELG's international cooperation activities. This event attracted the participation of lecturers and students from many countries, creating an opportunity to update the latest trends in the field of language education and applied linguistics, and discuss advanced teaching methods. In addition, the international summer school with the theme "Discrete Choice Experiment (DCE) Environmental Valuation: Sustainable Development Strategies in Southeast Asia" is a concrete demonstration of CELG's efforts in building and enhancing environmental research capacity in Southeast Asia. These activities have affirmed CELG's pioneering role in promoting international cooperation and actively contributed to the sustainable development of the region and the world. CELG's international cooperation activities are also outstanding in their ability to integrate academic fields and connect with extensive international and domestic cooperation networks. Many prestigious scholars in the world have exchanged and worked at CELG as follows: Prof. Almash Heshmati (Jönköping University, Sweden); Prof. Petr Mariel (University of the Basque Country, Spain); Dr. Juergen Meyerhoff (Berlin School of Economics and Law, Germany); Prof. Sven Anders (University of Alberta, Canada) Prof. Stephen Greenwood (Portland State University) and more. These experts have participated in working, advising lecturers and graduate students on research methods and topics, as well as being speakers for periodic scientific activities and international conferences.

International Summer School “Discrete Choice Experiment (DCE) Environmental Valuation: Sustainable Development Strategies in Southeast Asia”
In 2024, CELG carried out various domestic cooperation activities, marking a solid step in strengthening the relationship between educational institutions and leading domestic organizations and enterprises. To implement and to coordinate activities, CELG signed MOUs and MOAs with 06 organizations, associations, and enterprises for strategic cooperation with CELG such as: signing cooperation between CELG and Smartland Real Estate Company; with CBRE Vietnam to organize an in-depth workshop series on Valuation and Asset Management; cooperate with the Vietnam Real Estate Training Association (VNREEA) and organize a seminar on approaching blockchain technology - a tool that is changing the way real estate business operates; sign a cooperation agreement with Sunvalue Valuation Company Limited, Institute of Economics and Technology; Viet Tin Valuation Company Limited and award corporate scholarships worth a total of 150 million VND and Smartone accounts to CELG students.
In addition, the partnership with the Institute for Policy Studies and Media Development (IPS) in organizing the Artificial Intelligence Seminar has proven CELG's commitment to contributing to the process of policy and law making in Vietnam, especially in the field of high and new technology. These partnerships not only contribute to improving the quality of training and research at CELG but also promote the development of students and lecturers, and affirm its commitment to improving education and applied research, aiming to create sustainable values for society and meet the increasing needs of the labor market.

CELG has obtained outstanding achievements in promoting international student exchange programs, expanding academic and cultural opportunities, enhancing global skills and strengthening international partnerships.
The Vietnam - Australia International Student Exchange Program 2024 with Swinburne University of Technology is a testament to the commitment to internationalizing the training program. During 15 days, students from both universities had the opportunity to experience and to learn each other's learning and living environments more.

Not only that, CELG continued to leave their mark as they successfully organized the Vietnam - Japan Student Exchange Program VJYE 2024. In particular, the event spread the message of educational equality by actively supporting students with disabilities. Within the framework of the program, the workshop with the theme "17 United Nations Sustainable Development Goals" provided knowledge for and inspired students to reach out to the world. In addition, the Vietnam - Japan Student Exchange Program 2024, in cooperation with the Asia Association of Education and Exchange (AAEE), has successfully connected the two countries academically and culturally, opening up opportunities for personal development for involved young people.

Another highlight of the year is the first implementation of the international business semester program. CELG sent 04 students to Thailand to study and intern for 3 months, and welcomed 02 Thai students to Vietnam for internship. This activity marks a new step in the two-way practical student exchange model, promising to expand further in the future.
These programs represent CELG's commitment to creating a global educational environment where students can develop comprehensively and prepare for the international labor market. Through this, CELG not only enhances their position in the global education community but also contributes to the development of Vietnamese higher education in the context of globalization.
In 2024, CELG organized a series of more than 14 diverse and specialized academic seminars. The seminar series covered a wide range of topics from "Health economic modeling in diabetes and the role of an international modeling network" presented by Professor An Duy Tran, to recent workshops listed as "Business of Sustainability and Circular Economy in Vietnam" in collaboration with Queensland University of Technology (QUT), showing the diversity of the issues discussed. This enhances the academic capabilities of students and lecturers and creates a solid foundation for international research and collaboration. In addition, the academic program on sharing experiences in assessing student learning outcomes in the context of AI application at UEH is a typical example of how CELG is facing new challenges in higher education. This seminar attracted the participation of lecturers and officials and discussed specific situations related to AI technology in teaching and research.
"Business of Sustainability and Circular Economy in Vietnam" Workshop
The success of this seminar series not only results from careful preparation and enthusiastic participation from stakeholders but also reflects CELG's efforts in creating an open academic environment, where knowledge is spread without limits and academic relationships are connected not only at the national level but also reaching out to the international level.
In the past year, CELG has successfully accepted 01 topics and registered 02 new topics funded by Nafosted Fund, registered 03 new ministerial-level topics and 08 university-level topics, demonstrating the diversity in research fields and UEH University's commitment to expanding scientific research activities. In terms of international publications, CELG has achieved outstanding results with more than 45 articles published internationally in indexes (ISI/Scopus/ABDC), of which 20% of the articles were published in journals in the SSCI Q1 group, SCIE Q1 in the Web of Science database and A* in the ABDC database. Almost 50% of the published topics are related to the Sustainable Development Goals (SDGs), reflecting the close connection between CELLs research and global development goals. 30 lecturers participated in national conferences and nearly 70 lecturers presented their articles at international conferences. In particular, CELG students have also actively participated in research with 185 topics winning awards at all levels, including 06 topics winning awards at the ministerial level and equivalent. More than 10 research projects have been registered by students, focusing on issues such as sustainable development, circular economy, and environmental solutions.
CELG has obtained significant achievements in the field of scientific research, demonstrating the effectiveness of the academic ecosystem that they have built and its commitment to serious and high-quality scientific research.
The Short-term Training Center for Economics, Law and Government (CELG) achieved other outstanding success in 2024, with a sharp increase in the number of participants in their courses and an expansion of its training content to meet practical needs and market trends. Programs such as "Valuation," "Professional Real Estate Business," and "Public Sector Training" have attracted a large number of experts and those interested to improve their professional capacity and knowledge.
The Center has continuously updated its training programs to suit new trends and practices. Their commitment to providing high-quality training helped CELG build a solid reputation in the community and the market. In particular, programs listed as "Next. Realtor - UEH Professional Property Training" and "UEH training for Public Sectors" not only equip professional skills but also prepare a foundation of professional ethics, meeting the needs of domestic and foreign businesses and organizations.
CELG implemented initiatives for the community and sustainable development, demonstrating its commitment to social and environmental responsibility. The Southeast Asian Institute of Environmental Economics at UEH has coordinated with the Institute of Strategy and Policy - Ministry of Natural Resources and Environment to organize a workshop on circular economy in the Southern region. This workshop aims to communicate and disseminate knowledge about circular economy, an essential step towards sustainable development.
Concurrently, the UEH School of Government organized the volunteer program "Spring Sunshine 2024" in Buon Ma Thuot. This program not only provides health services to ethnic minorities in difficult circumstances but also is one part of UEH's long-term efforts to improve the quality of life and to promote sustainable development in communities.
In addition, students of the Master of Public Policy Executive Program organized a field trip to Dong Thap Province to learn how localities implement and enforce sustainable socio-economic development policies in the context of international economic integration. The "Planting forests to welcome cranes" program organized by the Vietnam - the Netherlands Program on August 17 and 18, 2024 in Dong Thap Province is another practical activity demonstrating UEH's commitment to the environment. By planting more than 1,000 native trees, UEH members have contributed to the restoration and protection of the area's natural ecosystem. These activities strengthen UEH's reputation for contributing to Vietnam's sustainable development and clearly demonstrate its efforts in training a generation of students with a sense of social and environmental responsibility.

CELG is not only committed to maintaining a balance between theory and practice in its academic programs but also actively applying knowledge to solve real-world problems. CELG also makes their mark with strong connectivity both domestically and internationally through diverse partnerships with leading educational and research institutions. Through student exchange programs, international conferences and collaborative projects, it broadens the horizons and opportunities for the academic community and contributes to building a global knowledge network towards the common goal of sustainable development and social responsibility.
