On December 25, 2025, the University of Economics Ho Chi Minh City (UEH) officially announced the establishment of the UEH Development Strategy Council. This is a crucial step, demonstrating UEH's proactiveness and flexibility in the new context and aligning with its Multidisciplinary and Sustainable University strategy for the 2025-2030 period, with a vision to 2045.
In the context of adjustments to the university governance model, which no longer includes the University Council under Resolution 71-NQ/TW on breakthroughs development in education and training, the establishment of the UEH Development Strategy Council (referred to as the UEH Strategy Council) affirms the University's determination to maintain and enhance the quality of its strategic planning and decision-making, based on independent, multidimensional, and in-depth consultation.

Providing Strategic Consultation for University Development
The UEH Strategy Council, established by the decision of the University President, serves as a vital strategic advisory channel, contributing to the enhancement of planning and executive quality throughout the university system.
According to its regulations, the UEH Strategy Council advises the UEH President on core issues such as: university development goals, strategies, and development plans; organizational and operational development orientations; human resource management and development policies; training and science & technology development orientations; strategies for engaging with partners, businesses, and alumni; and policies on the use of finance and assets, among other important matters as requested by the UEH President.
Through its strategic advisory function, the Council assists UEH in formulating long-term policies that are aligned with modern higher education trends, international integration, and digital transformation.
Operating on Principles of Collectivity, Transparent, and Responsible Work
The UEH Strategy Council consists of 15 members, including a Chairman and a Secretary. The Council operates on the principles of collective work, democratic discussion, and majority-based decision-making through voting. It meets quarterly and may convene unscheduled meetings as required by UEH. This operational model is designed to ensure objectivity, multidimensional perspectives, and responsibility in every strategic consultation.
Council members are provided with complete information, documents, and necessary conditions to perform their duties; they have the right to present opinions, participate in discussions, and agree on advisory proposals. The Council's opinions are synthesized and compiled into official documents sent to the UEH Executive Board, serving as a reference basis for important governance decisions. Council members receive a responsibility allowance as stipulated by UEH.
Strengthening External Perspectives
The UEH Strategy Council has a five-year term and comprises no more than 15 members, including both internal and external experts. The majority of the Council members are experts, managers, and leaders from government agencies and businesses outside of UEH, many of whom have previously served on the UEH University Council or possess extensive experience in relevant fields.
The increased participation of external members helps the UEH Strategy Council broaden its perspectives and connect with socio-economic development trends, labor market demands, and international best practices, thereby enhancing the quality of its strategic advice and the feasibility of the university's development orientations.
