Opening Ceremony of Executive Master of Public Management

On the morning of 08th January 2022, at Room A205, 59C Nguyen Dinh Chieu Campus, University of Economics Ho Chi Minh City (UEH) organized the Opening Ceremony of Executive Master of Public Management, Batch 2, for 27 learners who are officials working at agencies in District 3, HCMC.

This Opening Ceremony received the participation of Mr. Nguyen Thanh Nam - Deputy Standing Secretary of District 3 Party Committee, Mr. Nguyen Dinh Phat - Commissioner of District Party Committee, Head of Organizing Board of District Party Committee.

On behalf of UEH, there was the participation of Prof. Su Dinh Thanh - President; Assoc. Prof. Tu Van Binh - Vice Director of UEH Graduate School along with the attendance of 27 learners of Executive Master of Public Management.

Overview of Opening Ceremony

Delivering an opening speech, Prof. Su Dinh Thanh - President of UEH shared: “In more than 45 years of establishment and development, University of Economics Ho Chi Minh City has obtained lots of achievements in Vietnamese and international public higher post-graduate education system. In 2021 - 2025 period, with the vision to 2030, UEH is orientating towards a Multidisciplinary and Sustainable University with new development strategies, adapting to global tendencies, acting for the sustainable development of the socio-economy. During the past few years, Executive Master of Public Management has been a specific training product of University of Economics Ho Chi Minh City, conveying UEH responsibility in providing high-quality human resources for officials, contributing and criticizing policies for the community. In the near future, in addition to this Public Management Class, UEH launched a Public Policy class, which subsidizes scholarships for senior officials. On the journey of contributing to the community, we have realized our responsibilities for training senior official resources and always made efforts to acquire them. On behalf of UEH Heads, I declare the opening of Executive Master of Public Management.”

Subsequently, Assoc. Prof. Tu Van Binh - Vice Director of UEH Graduate School declared Admission Decisions of 27 learners to the Executive Master of Public Management.

Evaluating this training program of UEH, Mr. Nguyen Thanh Nam - Deputy Secretary of District 3 Committee Party affirmed: “University of Economics Ho Chi Minh City has collaborated with District 3 in the past few years, especially in 2017, on organizing successfully the first batch of Executive Master of Public Management, supporting officials of this District to be advanced in terms of management and executive capacities, and practical application ability in the context and condition of the District. Up to the present time, 42.4% of officials as learners of this training program have been promoted, mobilized, and planned to be designated to leading and senior management positions of the District.

Realizing the practicality, usefulness, and efficiency of Executive Master of Public Management, Batch 1, with the aims of upgrading the knowledge of officials and civil servants from district to regional levels, being equipped sufficiently with specializations and majors, adapting well to mission-conducting requirements in the upcoming years, District 3 continues cooperating with UEH on opening Executive Master of Public Management, Batch 2.”

Executive Master of Public Management (EMPM) orientates towards equipping learners with competencies of senior executives in public management, having enough skills to lead to effectively solving extensively impactful issues. Therefore, the program provides experiences, knowledge, and skills for learners in the studying process listed as policy analysis, vision building methods and organizational missions, organizational strategy-planning methods, leading, operating, and organizing abilities, multidimensional information collecting skill supporting decision-making, innovation management, negotiation skill, public ethic understandings, code of conduct towards citizens, and responsibilities serving the society.

The training objectives of this program are executive officials having 2-year working experience and 1-year managing experience from functional to divisional (or equivalent) levels or above State Agencies from the Central to Local Governments, State corporates, non-governmental and non-profit organizations. Training Contents are designed for a 24-month (60 credits) course including major subjects and a graduation thesis.

Executive Master of Public Management (EMPM) of University of Economics Ho Chi Minh City places the emphasis on advancing managerial and leading competencies of management officials in Public Management, practical application capability in the Vietnamese regional (local) context and condition.

On behalf of Executive Master of Public Management, Ms. Pham Thi Bich Phuong delivered a sharing speech at the Opening Ceremony: “Class EMPM 5 is the second class of District 3 held according to the innovative training program of University of Economics Ho Chi Minh City. We are absolutely honored to be learners attending Executive Master of Public Management of UEH. We promise to continue promoting the learning spirit of students of District 3, strictly study and assure to complete greatly the training program of UEH, deserving the concerns and expectations of the executives of District Committee Party - People’s Committee of District 3, simultaneously, guaranteeing to accomplish well in-depth tasks during the studying and working time.”
