Seminar on feedback for the draft Circular promulgating the List of Training Disciplines at different levels of higher education

On the morning of April 21, 2026, at the University of Economics Ho Chi Minh City, the Ministry of Education and Training organized a “Seminar on feedback for the draft Circular promulgating the List of Training Disciplines at different levels of higher education,” with the aim of discussing and providing comments to help finalize this important draft.

The seminar was attended by representatives from the Ministry of Education and Training, including Mr. Nguyen Anh Dung, Deputy Director-General of the Department of Higher Education, as well as members of the department: Ms. Le Thanh Ha, Ms. Nguyen Phan Hang, Ms. Dinh Thi Minh Huong, and Ms. Tran Thi Thu Hien.

On behalf of the University of Economics Ho Chi Minh City (UEH), Prof. Nguyen Khac Quoc Bao - Secretary of the UEH Party Committee, attended the event.

The event also welcomed representatives from the leadership of 54 higher education institutions, as well as leaders of departments, divisions, and specialized units responsible for matters related to the List of Training Disciplines at higher education institutions in the Southern region.

In his keynote remarks at the seminar, Mr. Nguyen Anh Dung, Deputy Director-General of the Department of Higher Education, emphasized: “The drafting of this Circular emerges from the need to update the training discipline system in accordance with the new provisions of the amended Law on Higher Education in 2025 and the current socio-economic development context. Accordingly, the draft focuses on core topics such as the structure of training discipline codes, the scope and meaning of each discipline, the principles for arranging the discipline list, and directions for innovation in training management. This is considered an important foundation to ensure the consistency, scientificity, and flexibility of the training discipline system, while also meeting the requirements of university autonomy and international integration.”

At the discussion session, delegates exchanged views on many key contents of the draft, focusing on ensuring connectivity across disciplines, the ability to update emerging fields, and the extent to which the draft aligns with the demand for human resource development in the context of digital transformation and globalization.

In addition, many delegates emphasized the need to develop the list of training disciplines in an open and flexible direction, creating conditions for higher education institutions to proactively develop interdisciplinary and cross-disciplinary training programs in line with international trends. As a result, the seminar recorded many practical contributions, reflecting both policy perspectives and implementation realities at training institutions. These will serve as an important basis for the Ministry of Education and Training to further refine the draft Circular, toward a modern, flexible, and internationally integrated system of training disciplines.

Speaking at the seminar, Prof. Nguyen Khac Quoc Bao - Secretary of the UEH Party Committee - emphasized the pioneering role of the University of Economics Ho Chi Minh City (UEH), in particular, and higher education institutions in general, in accompanying state management agencies in improving the policy system. According to Prof. Nguyen Khac Quoc Bao, the seminar not only contributes to improving legal documents but also enhances training quality, thereby making a practical contribution to developing high-quality human resources in the service of national development goals.

This seminar highlighted UEH’s connecting role within the education ecosystem, bringing together diverse perspectives from academia to governance, and from training practice to labor market needs. Through this activity, UEH continues to affirm its pioneering role in connecting knowledge, co-creating policy, and contributing to the overall development of Vietnamese higher education in the new phase, while promoting policy dialogue and jointly building a sustainable higher education system with deep international integration.
