Signing Ceremony for the Comprehensive Cooperation Agreement for the 2025 - 2030 Period between University of Economics Ho Chi Minh City and Ca Mau Provincial People's Committee

On the morning of September 25, 2025, University of Economics Ho Chi Minh City (UEH) and the Ca Mau Provincial People's Committee officially signed a Comprehensive Cooperation Agreement (MOU) for the 2025-2030 period. This agreement marks the beginning of a strategic cooperation phase between the two parties, aimed at enhancing the quality of human resources, promoting innovation, and contributing to local socio-economic development.

Attending the signing ceremony, on behalf of Ca Mau Province's leadership, were: Mr. Nguyen Ho Hai – Secretary of the Provincial Party Committee; Mr. Pham Thanh Ngai – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Minh Luan – Vice Chairman of the Provincial People's Committee; along with leaders of various provincial departments and agencies.

Representing UEH were: Prof. Dr. Nguyen Dong Phong – Former Chairman of the UEH Council for the 2020-2025 term; Prof. Dr. Su Dinh Thanh – President of UEH; Dr. Nguyen Kim Duc – Vice Dean, Institute for Regional Development Research and Consulting; Mr. Truong Minh Kiet – Standing Deputy Head, Department of Communications and Partnerships; Mr. Le Dong Du – Deputy Head of the University Office; Dr. Nguyen Thi Thy Lieu – Standing Vice Director, UEH Mekong; Mr. Ho Thien Quyen – Vice Director, UEH Mekong; along with leaders of various departments and institutes at UEH Mekong.

Speaking at the ceremony, Prof. Dr. Nguyen Dong Phong, Former Chairman of the UEH Council, emphasized: "The signing of the cooperation agreement between UEH and Ca Mau Province is a significant milestone, marking a new stage of development in the partnership between the university and the locality. With the determination and long-term commitment from both sides, this cooperation will make a vital contribution to the socio-economic development of Ca Mau Province, while also opening up new opportunities for UEH in its mission to connect education and research with real-world practice."

Mr. Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee, shared: "In recent times, the partnership with UEH has brought many positive outcomes for our local development. Now, with UEH's new development scale and Ca Mau's commitment to innovation, this cooperative relationship will not only enhance the quality of our human resources but also play a crucial role in the province's socio-economic development in the new era."

The 2025-2030 cooperation agreement between UEH and the Ca Mau Provincial People's Committee is designed with extensive goals and content, covering key areas such as: policy consultation and critical review; training and human resource development; scientific research, innovation, and digital transformation; smart city development; and international cooperation.

One of the key highlights of the agreement is that UEH will support Ca Mau in researching and advising on breakthrough strategies, programs, and plans to achieve its goal of double-digit economic growth.

UEH will assign leading experts and scientists to provide consultation and critical review on development orientations during the provincial planning adjustment process, and to compile annual socio-economic reports to identify 'bottlenecks' and propose solutions. Notably, both parties will focus on strategic issues such as the marine economy, clean energy, and climate change adaptation, and will support the province in establishing an Innovation Center.

In the field of scientific research and technology, the two sides will collaborate on applied research projects serving the development of the marine economy, tourism, logistics, high-tech agriculture, and promoting local innovation and entrepreneurship.

The cooperation agreement is expected to create a solid foundation for the strategic coordination between UEH and Ca Mau Province, paving the way for long-term, practical, and sustainable action programs that will generate widespread value for the local community and contribute to the overall development of the Mekong Delta region. Concurrently, it reinforces the 'City University' model that UEH persistently pursues – where knowledge, research, and innovation are closely linked to local and national development.
