Signing Ceremony of the 2025-2030 Cooperation Agreement between UEH and Can Tho City People's Committee: Expanding Strategic Partnership for the Sustainable Development of the Mekong Delta Region

On November 26, 2025, the University of Economics Ho Chi Minh City (UEH) and the Can Tho City People's Committee officially signed a Memorandum of Understanding (MOU) for the 2025-2030 period. This marks a significant step in the strategic cooperation between the two parties, aimed at enhancing human resource quality, scientific research, and policy planning to foster a smart and sustainable urban development for the Mekong Delta region.

Attending the ceremony from Can Tho's leadership were: Mr. Truong Canh Tuyen – Deputy Secretary of the City Party Committee, Chairman of the Can Tho City People's Committee; Ms. Ho Thi Cam Dao – Deputy Secretary of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Can Tho City; Mr. Nguyen Van Khoi – Member of the City Party Committee, Vice Chairman of the Can Tho City People's Committee; along with leaders from the People's Council and various Departments, Boards, and Sectors of Can Tho City.

From UEH, attendees included: Dr. Dinh Cong Khai – Vice President of UEH; Dr. Nguyen Thi Thy Lieu – Vice President of UEH Mekong; along with leaders of member colleges, institutes, centers, and specialized units at UEH and UEH Mekong.

Speaking at the signing ceremony, Dr. Dinh Cong Khai – Vice President of UEH, affirmed that the Prime Minister's Decision 1146/QĐ-TTg, which transitioned the institution from Truong Dai hoc Kinh te Thanh pho Ho Chi Minh to Dai hoc Kinh te Thanh pho Ho Chi Minh, was a pivotal milestone. This change has empowered UEH to leverage the strengths of its campuses, member colleges, research institutes, and expert network to best serve the development needs of localities.

Regarding the cooperation with Can Tho City, Dr. Dinh Cong Khai emphasized: "For Can Tho to achieve a strong breakthrough in the new era, the city needs policies built on scientific foundations and reliable data, as well as an elite team of officials with modern governance mindsets and effective implementation capabilities. UEH is ready to partner with the City not only in traditional areas like policy consultation and feedback, high-quality human resource training, and specialized capacity-building for officials, but also in providing comprehensive solutions for smart urban development, innovation, digital transformation, and international cooperation to enhance the region's competitiveness. 

UEH expects that with the vision of the City's leadership, UEH's multidisciplinary capacity, and the consensus and enthusiasm of experts from both sides, our cooperative programs will yield practical, breakthrough results that create a positive ripple effect across the entire Mekong Delta."

Representing the leadership of Can Tho City, Mr. Truong Canh Tuyen – Chairman of the Can Tho City People's Committee, stated: "As Can Tho City continues to affirm its role as the economic, scientific, and educational hub of the Mekong Delta, the partnership with prestigious higher education institutions is a key factor in driving breakthrough development. The City's leadership highly values the research, consulting, and training capacity of UEH—a Multidisciplinary & Sustainable University with extensive experience in supporting numerous localities in building socio-economic development strategies, digital transformation, and innovation. 

The City People's Committee expects this cooperation agreement to lay a solid foundation for implementing highly practical programs, especially in policy consulting, high-quality human resource development, and smart city projects—all crucial pillars to help Can Tho achieve its goals of rapid and sustainable development in the coming period."

The 2025–2030 cooperation agreement between UEH and the Can Tho City People's Committee outlines a comprehensive scope of collaboration, focusing on five key areas: policy consultation and feedback; training and human resource development; scientific-technological research, innovation, and digital transformation; smart urban development; and international cooperation.

One of the cornerstones of the agreement is UEH's commitment to partnering with the City in formulating socio-economic development strategies and advising on key programs and projects for the new growth phase. UEH will mobilize its team of multidisciplinary experts to conduct research and provide feedback during the planning adjustment process, prepare annual analytical reports, and propose science- and data-driven solutions for priority areas such as innovation, digital transformation, the green economy, and climate change adaptation.

In research and technology, the two sides will collaborate on applied projects serving the socio-economic development of Can Tho City and the Mekong Delta region, ranging from high-tech agriculture, tourism, and logistics to supporting innovative startups and smart city initiatives.

The signing of this agreement marks the beginning of a long-term and sustainable partnership between UEH and Can Tho City. The agreement not only affirms Can Tho's determination to strengthen linkages in its new development phase but also creates a foundation for implementing practical programs and projects that will enhance the quality of life for its residents and spread development values throughout the Mekong Delta region. UEH is committed to mobilizing its intellect, resources, and experience to co-create new values with Can Tho City, aiming for the region's sustainable and prosperous development.
