Signing Ceremony of the Cooperation Program Between the People’s Committee of Vinh Long Province and the University of Economics Ho Chi Minh City for the 2025-2030 Period

On the afternoon of February 25, 2025, University of Economics Ho Chi Minh City (UEH) and the People's Committee of Vinh Long Province signed a cooperation program for the 2025 - 2030 period. This is one of the important events of UEH in the process of training high-quality human resources for the Mekong Delta region. Concurrently, it is a valuable opportunity for both parties to support each other in training activities, research cooperation, technology transfer, application, consultation, and critique of socio-economic development policies in Vinh Long Province.

Attending the signing ceremony, on behalf of the People’s Committee of Vinh Long Province, were Mr. Lữ Quang Ngời, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Vinh Long Province; Ms. Lê Thị Thúy Kiều, Provincial Party Member and Vice Chairwoman of the Provincial People’s Council; Ms. Lê Hồng Đào, Provincial Party Member and Standing Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee; along with Leaders of various Provincial Departments, Agencies, District and Municipal People's Committees, and Representatives from Universities and Colleges in the Province.

Representing the University of Economics Ho Chi Minh City (UEH) were Prof. Dr. Nguyễn Đông Phong, Party Secretary and Chairman of the University Council; Prof. Dr. Sử Đình Thành, President of UEH; Assoc. Prof. Dr. Bùi Quang Hùng, Vice President of UEH and Director of UEH Mekong; Dr. Đinh Công Khải, Vice President of UEH; Assoc. Prof. Dr. Phan Thị Bích Nguyệt, Chairwoman of the Strategic and Policy Advisory Council; along with representatives from various UEH and UEH Mekong Units.

Speaking at the signing ceremony, Prof. Dr. Sử Đình Thành, President of UEH, stated: "Since 2017, the cooperative relationship between the People’s Committee of Vinh Long Province and the University of Economics Ho Chi Minh City has yielded highly positive results, demonstrating strong collaboration, support, and shared commitment. In addition to achievements in education, scientific research, and public policy advisory services, the establishment of the UEH Branch in Vinh Long was made possible through significant support from the Provincial Party Committee and the People’s Committee. Building on this foundation, UEH has developed a strategic vision and allocated resources to elevate this collaboration to new heights. The Vinh Long Branch has now transitioned into UEH Mekong, with an expanded vision and mission aimed at fostering a sustainable Mekong Delta and Greater Mekong Subregion. Furthermore, UEH has established a Steering Committee and an Executive Board for local cooperation within the City University Hub, reinforcing our mission to engage with localities, to connect communities, and to disseminate knowledge. UEH fully agrees with the proposed contents of the 2025–2030 cooperation agreement and aspires to build a deeper, more meaningful partnership aligned with the transformative changes of both the Province and the country in this new era. We hope that the People’s Committee of Vinh Long will also appoint a dedicated working group so that both parties can collaboratively develop a detailed action plan, define specific tasks, and outline annual activities while ensuring regular progress evaluations. Over the next five years, we do believe this collaboration will yield significant achievements, contributing to the shared development of both sides and reinforcing UEH’s role in driving regional and local growth”.

On behalf of the leadership of the People’s Committee of Vinh Long Province, Mr. Lữ Quang Ngời, Deputy Secretary of the Provincial Party Committee and Chairman of the People’s Committee of Vinh Long Province, shared: "Through our cooperation, we have achieved encouraging results. On behalf of the Provincial Party Committee and the People’s Committee, I would like to express my deep appreciation for the strong and productive partnership between UEH and Vinh Long Province. The People’s Committee of Vinh Long and UEH will officially sign a cooperation agreement for the 2025-2030 period, focusing on three key areas: human resource training and development; scientific research and technology transfer; and policy consulting and evaluation. These areas not only build upon the achievements of the previous phase but are also strategically aligned with the province’s development goals and the directives of the central government for the coming period. Additionally, both parties will strengthen collaboration in organizing various activities, listed as seminars on socio-economic development, innovation, technology management, and community engagement programs. With these cooperation initiatives, I do strongly believe that we will continue to foster a close, dynamic partnership, leveraging each other’s strengths and resources to drive the shared development of both Vinh Long Province and the University of Economics Ho Chi Minh City (UEH)".

With a shared vision and mutual agreement, the University of Economics Ho Chi Minh City (UEH) and the People’s Committee of Vinh Long Province have officially signed a Cooperation Agreement outlining key areas of collaboration as follows:

- Cooperation in Training and Human Resource Development: Jointly providing postgraduate, undergraduate (full-time and second-degree), part-time, and short-term training programs. Organizing skill enhancement workshops and training programs for government officials, policymakers, and administrators at various levels.
- Cooperation in Research and Development: Conducting collaborative research on socio-economic development within Vinh Long Province.
- Cooperation in Policy Advisory Services: Assisting in the formulation, implementation, and evaluation of economic and social development policies for Vinh Long Province. Recommending policy initiatives to central government agencies to support the province’s development objectives.
- Cooperation in Policy Review and Advocacy: Providing analysis and feedback on policies issued by the Party and Government that impact Vinh Long Province. Evaluating and advising on local policies to address regional challenges. Reviewing research initiatives and policy proposals from organizations and individuals related to the province’s socio-economic development.

At the signing ceremony, both parties expressed the confidence that this cooperation is to promote the development of Vĩnh Long in the Mekong Delta region by enhancing high-quality human resource training, global integration, and knowledge transfer. They aim to lead in innovation and community service with the goal of “For a Sustainable Mekong Delta.”
