Spreading Knowledge - Accompanying Local Communities

Spreading Knowledge - Accompanying Local Communities

04 Feb, 2026

Locality-Integrated Research

In 2025, UEH successfully finalized 129 research projects at various levels, including numerous national and ministerial-level projects, focusing on addressing critical socio-economic issues of localities in alignment with the Sustainable Development Goals (SDGs). These research outcomes not only hold academic value but also provide crucial scientific arguments, assisting local authorities in identifying challenges, formulating policies, and developing solutions appropriate to practical conditions.

Concurrently, UEH continued to affirm its role as a trusted policy advisory partner, with 14 policy critique studies commissioned by state, governmental, and local agencies. These contributions directly inform the formulation and adjustment of regional and national development policies, thereby disseminating the value of academic knowledge into social life.

Knowledge Transfer - Fostering Community Initiatives

With the spirit of “Together, We Share,” UEH prioritizes knowledge transfer and implements numerous community initiatives across the fields of economics, law, governance, environment, climate change, and social welfare. The University has signed strategic cooperation agreements with various provinces and cities to advise on local economic development and enhance governance capacity. Notable examples include:

In Ho Chi Minh City, Da Nang, and the Mekong Delta provinces, UEH collaborates with local departments and agencies to organize in-depth seminars on the digital economy, proposing measurement tools and policy orientations to help localities seize opportunities for digital transformation and sustainable growth. It also hosts roundtable discussions on innovative solutions for mobilizing and efficiently utilizing resources to develop transport infrastructure and adapt to climate change.

In Ba Ria - Vung Tau, UEH has become a strategic partner in providing critical feedback on the provincial master plan and developing a high-quality tourism development project, while proactively proposing socio-economic governance policies for the 2025-2030 period. The “Vung Tau Future” project, co-organized by UEH and the locality, has attracted hundreds of young intellectuals to contribute ideas for developing a green, smart urban area, aiming for carbon neutrality by 2050.

Enhancing Governance Capacity - Promoting Rule of Law

In the fields of law and state management, UEH actively shares knowledge and experience, and trains administrative human resources to improve institutional frameworks and enhance the quality of local civil servant cadres. The UEH College of Economics, Law and Government (CELG) organized numerous seminars, including a forum on the two-tier local government model, contributing to the search for solutions to build a modern, effective, and people-centered administration.

Furthermore, UEH coordinates the implementation of leadership and management skills enhancement programs for local officials. Notably, 40 leaders from Dong Nai province participated in training courses on sustainable development policy formulation, green growth, and state management in planning and environmental sectors. These programs contribute to improving governance capacity and the effective implementation of laws and policies at the local level.

Green Development - Accompanying Localities

Sustainable development and environmental protection remain central to UEH's local cooperation projects. In 2025, UEH collaborated with the Khanh Hoa Provincial People's Committee to develop a project establishing a National Research Center for Ocean Technology, contributing to Vietnam's sustainable marine economy development strategy. The University also accompanied the locality in organizing policy forums on high-quality human resource training, proposing solutions to attract and retain talent for long-term development.

At the regional level, UEH coordinated with the Ministry of Agriculture and Environment and southern localities to organize a circular economy forum, sharing knowledge and assisting provinces in developing action plans tailored to local specificities. These initiatives contribute to disseminating green economic thinking, environmental protection, and climate change adaptation from the grassroots level.

Joint Efforts for Social Welfare

Embodying the spirit of mutual support, the UEH community collectively implemented numerous humane social welfare activities. During the 2025 Green Summer Volunteer Campaign, over 100 UEH students traveled to Mang Thit district (Vinh Long), constructing 2 rural roads and 8 "Illuminating Rural Roads" projects with a total length exceeding 10 km, contributing to infrastructure improvement and enhancing residents' quality of life.

Additionally, UEH youth built children's playgrounds, installed water purifiers, equipped public garbage bins, repaired gratitude houses for policy beneficiary families; concurrently awarded hundreds of scholarships to disadvantaged students affected by natural disasters and floods. These practical actions clearly demonstrate UEH's social responsibility and enduring spirit of sharing with the community.

Alignment with the Sustainable Development Goals

Activities throughout 2025 have contributed to realizing numerous United Nations Sustainable Development Goals at the local level.

  • SDG 1 - No Poverty was concretized through scholarship programs, skills training, and livelihood support projects.
  • SDG 16 - Peace, Justice and Strong Institutions was promoted through research activities, policy critique, and local governance training
  • SDG 17 - Partnerships for the Goals was clearly demonstrated through strategic cooperation agreements and long-term accompaniment commitments between UEH and provinces/cities nationwide.

Towards a New Spring

Looking back on a year of persistent footsteps across all regions, UEH has chosen to accompany communities with knowledge, responsibility, and dedication. Spring 2026 opens a new journey, where every research endeavor, every local initiative, and every knowledge transfer project carries the aspiration to serve and share.

With faith in the power of academia for the community, UEH continues its commitment to research integrated with practice, accompaniment of localities, and joint efforts in fostering sustainable development, for a prosperous future for the nation and for generations to come.
