On July 30, 2024, based on the MoU between the People's Committee of Thu Duc City and University of Economics Ho Chi Minh City (UEH), the Department of Science and Information Technology of Thu Duc City and the UEH Institute for Regional Development Research and Consulting (IRDRC) successfully organized a conference to provide insights into the digital economy for more than 500 officials, civil servants and public staff in Thu Duc City. The training conference was organized to update and to improve knowledge of local human resources with a vision towards developing the digital economy, which is the driving force for the development of Thu Duc City.
Attending the training conference, on behalf of Thu Duc City, there was the participation of Mr. Nguyen Tran Phu Thinh - Head of the Department of Science and Information Technology of Thu Duc City. On behalf of the representative of University of Economics Ho Chi Minh City, there was the participation of Dr. Trinh Tu Anh - Director of the Institute of Smart Cities and Management of UEH (ISCM) and Dr. Nguyen Kim Duc - Deputy Director of the Institute for Regional Development Research and Consulting of UEH (IRDRC).
Overview of the training conference
Speaking at the opening of the Training Conference, Mr. Nguyen Tran Phu Thinh - Head of the Department of Science and Information Technology of Thu Duc City - shared about the important achievements in the process of promoting digital transformation in the locality. However, in the current new economic context, he stated that Thu Duc City needs to promptly develop strategies and plans for digital economic development to optimize currently available resources, thereby orienting economic development in accordance with the local potential. He hopes that this training conference facilitate the updated knowledge and raise awareness for the management staff from the Departments/Offices, Associations, and Wards/Communes of the locality, thereby contributing to promoting the sustainable development of the digital economy in Thu Duc City.

Speaking at the conference, Dr. Nguyen Kim Duc - Deputy Director of the UEH Institute for Regional Development Research and Consulting - remarked on the necessity of the topic from the practice of socio-economic development in the new context of the locality. Speaking at the conference, Dr. Nguyen Kim Duc hoped that the results of the research on the topic of digital economy from the UEH author group could contribute practical and positive values to the process of digital economic development in Thu Duc City.

The conference presented and discussed the following contents: (1) Overview of digital economy; (2) Digital economy development strategy - International experience; (3) Roadmap for digital economy development in Vietnam and the current status of digital economy development in Vietnam in recent times; (4) Model for measuring digital economy contribution to GRDP in Vietnam and Ho Chi Minh City; (5) Preparation of officials, civil servants, and units in the journey of implementing digital economy development in Thu Duc City.
In the opening report at the Conference, Dr. Trinh Tu Anh presented 02 main contents on (1) Overview of the digital economy; and (2) Digital economic development strategy - International experience. Dr. Trinh Tu Anh's report systematically presented the concepts and models of the digital economy, the development history of the digital economy in recent times, and current digital economic development perspectives of large organizations in the world such as OECD, ADB, Worldbank, etc. In addition, Dr. Trinh Tu Anh also presented international experiences and outstanding achievements of countries in implementing digital economic development strategies at the local level.

Next, Dr. Nguyen Kim Duc presented: (3) The roadmap for developing the digital economy in Vietnam and the current status of digital economy development in Vietnam in recent times; (4) The model for measuring the contribution of the digital economy to GRDP in Vietnam and Ho Chi Minh City; (5) The preparation of officials, civil servants, and units in the journey of implementing digital economic development in Thu Duc City. Dr. Duc's presentation drew policy implications for localities on key factors affecting the contribution of the digital economy. At the end of the report, the speaker shared the practical experiences of prominent private organizations, enterprises, and multinational corporations in the process of preparing human resources to access the current digital economy, thereby proposing the contents that need to be prepared at the individual level for officials, civil servants, and public employees in the context of Thu Duc City preparing to implement the digital economic development strategy.
