Under the instruction of the Standing Party Committee of Ho Chi Minh City, on the morning of August 12th, 2022, the Organization Committee of the City Party Committee and the University of Economics of Ho Chi Minh City (UEH) officially signed a cooperation program for the 2022-2023 period. The objective of the program is to contribute to improving the quality of cadres, civil servants, and public employees in the citys political system.

The conference was honored to welcome Mr. Nguyen Ho Hai - Deputy Secretary of the City Party Committee. On the side of the City Party Committee’s Organizing Committee, there were: Mr/C Nguyen Phuoc Loc - Member of the Standing Committee, City Party Committee, Head of the Organizing Committee of the City Party Committee; Mr. Huynh Cach Mang - Member, Deputy Head of the Standing Committee of the City Party Committee. With the participation of representatives of the Department of Home Affairs, the City Cadres Academy, the Inspection Committee of the City Party Committee, the Office of the City Party Committee, the Internal Affairs Department of the City Party Committee, and the Propaganda Department of the City Party Committee.

On the UEH side, there were: Prof. Dr. Nguyen Dong Phong - Secretary of the Party Committee, Chairman of the University Council; Prof. Dr. Su Dinh Thanh - President of the University; together with leaders of UEH Member Colleges and leaders of Units/Functions/Departments.

Overview of the signing conference

Development practice indicates that high-quality human resources in the public sector are crucial to the implementation of the strategy in line with the policies of the Party and the Government, thereby determining the quality of socio-economic development for Ho Chi Minh City in the period of 2020 - 2030, and a vision to 2045. The city strives to become a comprehensive, globally competitive center, and the locomotive leading a fast-growing and sustainable economy. Therefore, Ho Chi Minh City has 5 major challenges in developing high-quality human resources in the public sector, including: (1) high-quality human resources for policy-making, policy consulting and criticism; (2) high human resources capable of strategic planning and implementation in the public sector, management, and administration of public organizations; (3) high-quality human resources capable of planning, managing and developing smart and creative cities; (4) high-quality human resources in environmental management and climate change; (5) high-quality human resources promoting digital transformation, entrepreneurship, and creativity.

As a key University in Vietnam, University of Economics Ho Chi Minh City (UEH) wishes to contribute a part of its efforts to the development of HCMC in particular and the country in general. Over the past time, UEH University has built and implemented training in the public sector with areas of strength listed as Senior Executive Master in Public Policy, Senior Executive Master in Public Management, Master in Urban Management, etc. In addition, with its capacity, UEH can build short-term training programs to update knowledge for leaders and managers of the city as well as localities and regions as the program focuses on improving capacity-building strategies for sustainable development; improving the capacity of implementing cooperative management, mobilizing social resources; leadership capacity for driving socio-economic innovation in the digital age; or deep knowledge of international law supporting the executive activities of senior ministries in the public sector in the context of deeper international integration, etc. Prof. Dr. Su Dinh Thanh - President of UEH shared: “UEH has an abundant force of professors and doctors, who graduated from many internationally prestigious universities, with a deep understanding of the public sector in Vietnam, and  performed many projects and research on theories related to public management and economic development policies at the central and local levels. In particular, UEH’s research capacity is strong, which is ranked second in the country according to the announcement of the Ministry of Education and Training in 2021. This is a solid basis for the University to successfully deploy training programs that provide high-quality human resources to the public sector.”

Appreciating UEH’s sense of responsibility and capacity, the City Party Committee's Organizing Committee and UEH officially signed a Work Coordination Program for the period 2022-2023 with the following contents:

  • Coordinating training that contributes to improving the quality of the contingent of cadres, civil servants, and public employees in the city’ss political system, helping to improve the efficiency of state management for leaders and managers at all levels of the city.
  • Promoting the training of young cadres from a team of students who have enough competence, qualities, qualified standards, and conditions to work at agencies and units in the city's political system.
  • Researching and proposing the Standing Committee of the City Party Committee to lead and direct the implementation of a number of solutions to promote the strengthening of leadership in the admission of party members among lecturers, teachers, students, and learners in schools within the city at UEH Party Committee according to Directive No. 14-CT/TU dated August 2nd, 2017.

Prof. Dr. Nguyen Dong Phong - Secretary of the Party Committee, Chairman of the University Council of UEH – affirmed: As a national key university, with nearly 47 years of history and restructuring to become a multidisciplinary university, the University of Economics Ho Chi Minh City has always recognized the responsibility to contribute to the development of the city and surrounding areas. Carrying out its mission of training high-quality human resources for the public sector, UEH has built a methodical and scientific training program and will deploy this program with training contents such as Public Policy, Public Management, Environmental Management, Law, Urban Planning, Innovation, etc. for the Mekong Delta, the Southern key economic region. Along with training activities are research and consulting activities for regional development, therefore, UEH is ready to carry out projects, research, and development consulting for the city and regions. This is also the social responsibility of a public university, and UEH always feels honored and responsible for this contribution.”

At the same time, the Professor committed that UEH would effectively implement 3 contents in coordination with the Organizing Committee of the City Party Committee. Immediately after the signing, the two sides will have teams to carry out the contents and, if necessary, to exchange and to solve difficulties in the implementation of the signing program.

Mr. Nguyen Phuoc Loc - Member of the Standing Committee of the City Party Committee, Head of the Organizing Committee of the City Party Committee – asserted : “I highly appreciate the determination and sense of responsibility of the University of Economics of Ho Chi Minh City on the coordination of training high-quality human resources for the contingent of civil servants, public employees, and the management team of Ho Chi Minh City. Personnel work is a key stage in the construction of the Party and the political system. Therefore, staff training is a long-term and focused responsibility. With this importance, the Organizing Committee of the City Party Committee has coordinated with a large and prestigious university, which is the University of Economics of Ho Chi Minh City to build a contingent of staff with full capacity, expertise, and specializations to meet the requirements of the city's development goals. The city’ss assisting and advising agencies on training and retraining will make efforts to select and recruit qualified and standardized staff to participate in training activities organized by the city and the training associated with reality and practice about development needs.”

Speaking after the signing ceremony, Mr. Nguyen Ho Hai - Deputy Secretary of the City Party Committee - emphasized: “Ho Chi Minh City has 61 Universities/Academies, which is a great advantage. However, the current situation of public sector officials in Ho Chi Minh City is facing a big problem that is attracting and maintaining high-quality human resources in the public sector. This has existed for many years and I am personally very concerned about how to have a competent, high-quality, specialized, multi-disciplinary, and multi-field knowledgeable staff to lead. The University of Economics Ho Chi Minh City has actively proposed to the City Party Committee and the City Peoples Committee in supporting the training of high-quality human resources in the public sector. Therefore, being present at the signing ceremony today, I feel very happy and do hope that right after the ceremony, the units will immediately start implementing the signing work."

The signing conference of the cooperation program between the Organizing Committee of the Ho Chi Minh City Party Committee and UEH for the period 2022-2023 took place successfully. Based on the agreed cooperation contents, in the upcoming time, the two units will carry out practical activities, thereby contributing to improving the quality of the contingent of cadres, civil servants, and public employees in the successful political system of the city.
