UEH and the People’s Committee of Quang Ngai Province Sign a Cooperation Agreement for the 2026–2030 Period, Partnering for Human Resource Development and Innovation

On July 2, 2026, University of Economics Ho Chi Minh City (UEH) and the People’s Committee of Quang Ngai Province officially signed a Cooperation Agreement for the 2026–2030 period, marking a new milestone in the partnership between the university and the locality to foster sustainable socio-economic growth for Quang Ngai Province in the new era.

Representing the UEH delegation were: Assoc. Prof. Dr. Bùi Quang Hùng - President of UEH; Dr. Đinh Công Khải - Vice President of UEH; Prof. Dr. Nguyễn Đông Phong - Chairman of UEH Strategic Council; Prof. Dr. Sử Đình Thành - Chairman of UEH Academic and Scientific Council; together with leaders of UEH departments, schools and institutes. 

On the side of Quang Ngai Province were: Mr. Trần Phước Hiền - Vice Chairman of the Provincial People’s Committee; along with leaders of the province’s departments and agencies.

Under the cooperation agreement for the 2026-2030 period, UEH and the Quang Ngai Provincial People’s Committee will jointly carry out activities in advisory services, training, research, innovation and digital transformation. On the basis of a coordination mechanism built on the principles of practicality, effectiveness and transparency, the two sides will bring their respective strengths to bear in service of shared development goals as well as the province’s practical needs. 

Specifically, the focus areas of cooperation include:

  • Cooperation in policy advisory and policy review: UEH will support the Quang Ngai Provincial People’s Committee in researching and advising on strategies, programmes, plans, projects and socio-economic development policies on both five-year and annual cycles; while proposing breakthrough solutions to realize the goal of double-digit economic growth and rapid, sustainable development. In addition, the University will mobilize its experts and scientists to participate in researching, developing and advising on socio-economic development policies and projects according to the province’s needs. 

  • Cooperation in training, professional development and human resource development: UEH will deliver training and professional development programmes for the province’s officials, civil servants, public employees, businesses and associations in its areas of strength; and will annually compile statistics on Quang Ngai students studying at UEH, particularly those achieving good academic results or above, in service of the province’s human resource development. The Quang Ngai Provincial People’s Committee will facilitate UEH in delivering training programmes as needed and will coordinate in promoting and disseminating these programmes to agencies, units, businesses, educational institutions and residents across the province.

  • Cooperation in scientific and technological research, innovation and digital transformation: UEH will work with Quang Ngai Province to implement tasks in science, technology, innovation and digital transformation; conduct research, transfer research findings and organize scientific conferences and forums in service of socio-economic development. The Quang Ngai Provincial People’s Committee will facilitate UEH’s participation in science and technology tasks, while drawing on UEH’s expertise in advising on and reviewing the province’s development strategies, programmes and projects.

Through this cooperation, UEH will fulfil its role as a strategic academic partner of Quang Ngai Province, accompanying the province in policy planning, human resource development, the advancement of scientific research, innovation and digital transformation, and contributing to the goals of rapid, sustainable growth and enhanced local competitiveness.

Speaking at the signing ceremony, Mr. Trần Phước Hiền - Vice Chairman of the Provincial People’s Committee expressed his hope that the agreement would open up a substantive coordination mechanism between the locality and a higher education institution, helping to make effective use of intellectual resources, improve the quality of human resources and generate momentum for the province’s socio-economic development programmes in the period ahead.

Speaking on behalf of UEH, Assoc. Prof. Dr. Bùi Quang Hùng affirmed: “Our cooperation activities with provinces have genuinely opened up many opportunities for UEH to contribute its intellectual capital, academic resources, research experience and advisory capacity to local development. On that basis, UEH commits to further leveraging its strengths as a multidisciplinary university with strong research and policy advisory capacity, in order to work with Quang Ngai Province to effectively implement the guidelines and resolutions of the Party and the State; make good use of the province’s potential and advantages; remove bottlenecks; and contribute to rapid, sustainable growth towards the province’s development goals for 2030 and its vision to 2045”.

As part of the working programme in Quang Ngai, the UEH delegation also visited and held discussions at the Dung Quat Oil Refinery (BSR). There, the two sides discussed training, human resource development, scientific research and digital transformation. The activity helped strengthen the connection between the university and industry, promote training cooperation grounded in production practice, and open up opportunities to develop research programmes, knowledge transfer and high-quality human resource training in service of a key industry for the region.

The cooperation agreement between UEH and the Quang Ngai Provincial People’s Committee further affirms UEH’s strategic orientation of linking higher education with local development needs, promoting knowledge transfer and creating social impact. It is also a concrete step in realizing the “University-City Innovation Hub” model - from a sustainable university to a nucleus of urban innovation - making university knowledge an important driver of economic growth, social development and the building of a sustainable future for localities and the country.
