UEH announces and presents decisions on establishing the Board of Testing and Competency Assessment, and consolidating Party branch committees under the UEH Party Committee for the 2025–2030 term

On September 28, 2026, the University of Economics Ho Chi Minh City (UEH) held a ceremony to announce and present the Decision on establishing the Board of Testing and Competency Assessment, upgraded from the Testing Center. Simultaneously, UEH announced decisions on consolidating the Party branch committees of several subordinate branches under the UEH Party Committee for the 2025–2030 term.

With the aim of establishing a coordinated, highly specialized unit for testing and competency assessment, UEH developed a proposal to establish the Department of Testing and Competency Assessment on the basis of upgrading the Testing Centre. On 24 September 2026, at its 33rd Conference, the Executive Committee of the UEH Party Organization agreed to approve the establishment of the Department and the appointment of its leadership.

The Department of Testing and Competency Assessment is responsible for advising on and coordinating the implementation of testing and competency assessment activities, with four main functions: developing assessment policies and systems; organizing and operating testing activities; data analysis and testing quality management; and research, innovation and development cooperation. Through this, the Department contributes to improving the quality of learner assessment against learning outcomes and to developing testing and competency assessment services for learners, society and partners.

The Ban Khảo thí - Đánh giá năng lực, in English the UEH - Department of Testing and Competency Assessment (UEH - TCA), officially commenced operations on 25 September 2026 under Decision No. 4933/QĐ-ĐHKT-PTTCNL dated 25 September 2026 of the President of UEH.

Accordingly, Dr. Nguyễn Quốc Khanh serves as Deputy Head in charge of the Department of Testing and Competency Assessment, and MSc. Nguyễn Thị Kim Chi serves as Deputy Head of the Department of Testing and Competency Assessment. The decisions take effect from 1 October 2026 until the officers meet the conditions for formal appointment in accordance with regulations.

Delivering his remarks and assigning duties, Assoc. Prof. Dr. Bùi Quang Hùng - Secretary of the Party Committee, President of UEH emphasized that in the new context, the testing function needs to be further improved, upgraded and developed in terms of content, format and delivery in order to ensure that the prescribed training outcomes are met. “The Department of Testing and Competency Assessment should continue to build on its professional capacity, renew its ways of working and strive to fulfil its assigned duties” - Assoc. Prof. Dr. Bùi Quang Hùng stressed.

Also at the programme, UEH announced the decisions strengthening the Party cell committees of the University Office, the Department of Academic Affairs and the Department of Communications and Partnership Development, in order to further refine the leadership structure and ensure consistency in political and professional direction.

The announcement and presentation ceremony concluded successfully. With its new functions and operational orientations, the Department of Testing and Competency Assessment is expected to further enhance the quality of testing and learner assessment and to contribute to UEH’s goal of improving training quality in this new period.
