UEH Announcing and Handing over Resolutions and the Decision to Establish and Appoint Interim Department Leaders: Step by Step Perfecting the Multidisciplinary University Model

On October 4, 2024, University of Economics Ho Chi Minh City (UEH) organized a ceremony to announce and to hand over resolutions and decisions to establish and to appoint interim leaders of Departments and Units equivalent to Departments in accordance with the progress of restructuring the organizational structure of UEH, gradually perfecting the Multidisciplinary University model.

Pursuant to Resolution No. 40-NQ/DU dated November 27, 2023 of the UEH Party Executive Committee on restructuring units under UEH from now until June 2025 and Project No. 2838/DA-DHKT-QTNNL dated December 25, 2023 of the UEH Director on restructuring, organizing and rearranging functional management units into Departments and Offices in accordance with the university model. On October 1, 2024, the UEH University Council passed resolutions on the establishment of a new Human Resources and Organisation Development Department, Department of Student Affairs, and Department of Communications and Partnerships. In addition, after a period of review and personnel supplement, the University Office and the Party - Union Organization Office have met the requirements in accordance with the Government and UEH regulations on units equivalent to departments. Concurrently, the UEH Board of Management continues to receive the Graduate School into the Department of Undergraduate Training according to the progress of the approved project. On the other hand, in order to continue streamlining and reducing the number of training units according to the restructuring orientation, on August 23, 2024, the UEH University Council passed a Resolution approving the transfer of the School of Foreign Languages under UEH to the College of Economics, Law and Government.

In order to officially inform the organization and the rearrangement of the above Units, on October 4, 2024, the UEH leadership held a meeting, announced and presented resolutions to establish committees and decisions to appoint temporary leaders of Departments and Units equivalent to departments according to the progress of restructuring the organizational structure of UEH. Attending the program were Prof. Dr. Nguyen Dong Phong - Party Committee Secretary, Chairman of the University Council; Prof. Dr. Su Dinh Thanh - University President; Assoc. Prof. Dr. Bui Quang Hung - Vice President of the UEH; Prof. Dr. Nguyen Khac Quoc Bao - Vice President of UEH; Board of Management of Member Colleges, together with Leaders and all officials and employees working at the Human Resources and Organisation Development Department, Department of Communications and Partnerships, Department of Student Affairs, University Office; Party - Union Office; Department of Undergraduate Training and School of Foreign Languages.

Overview of the announcement and decision awarding ceremony

At the ceremony, UEH respectively awarded the following decisions:

Human Resources and Organisation Development Department was established on the basis of upgrading the Department of Human Resources Management according to the organization - human resources management model, officially put into operation from October 1, 2024 on the basis of Resolution No. 40/NQ-DHKT-HDDH of the UEH University Council. In addition to ensuring the expertise of human resource administrative management functions according to the provisions of current law, the new operating model focuses more on the functions of analyzing human resource information and partnership to support the decision-making process, realizing the strategic goals and missions of UEH. The Party Committee unanimously approved the decision to appoint Mr. Duong Minh Man - Vice Head of Department of Human Resources Management to hold the position of Vice Head of the Department; Ms. Dang Thi Bach Van - Vice Head of Department of Human Resources Management to hold the position of Vice Head of the Department; and Ms. Phan Ngoc Mai - Specialist of Department of Human Resources Management to hold the position of Vice Head of the Department. Prof. Dr. Su Dinh Thanh, University President, is assigned to directly manage the Human Resources and Organisation Development Department in the interim period until the procedures and processes are implemented and a decision is made to appoint the Leader of the Human Resources and Organisation Development Department according to regulations.

Department of Communications and Partnerships officially came into operation from October 1, 2024 on the basis of Resolution No. 41/NQ-DHKT-HDDH of the UEH University Council. The Department was established on the basis of upgrading the Department of Marketing and Communication into a functional management unit with an advisory role to improve the effectiveness of brand communication activities to enhance the influence of the multidisciplinary University, carrying out the mission of spreading knowledge to contribute to the community to local markets, international markets, different target groups; and paying more attention to managing, developing partnerships, and exploiting diverse social resources. Accordingly, the Party Committee appointed Mr. Truong Minh Kiet - Head of Department of Marketing and Communications - to hold the position of Vice Head of the Department; Ms. Le Thi Hanh An - Specialist of Department Marketing and Communication - to hold the position of Vice Head of the Department; concurrently, mobilized and appointed Ms. Phan Ngoc Anh - Lecturer of the School of Management, UEH College of Business - holds the position of Vice Head of the Department. The Party Committee assigned Assoc. Prof. Dr. Bui Quang Hung - Vice President of UEH - to directly manage the Department of Communications and Partnerships in the interim period until the procedures and processes are implemented and a decision is made to appoint the Head of Development according to regulations.

Department of Student Affairs officially came into operation on October 1, 2024 on the basis of Resolution No. 42/NQ-DHKT-HDDH of the UEH University Council, established on the basis of merging the Department of Student Affairs, the Management Board of Dormitory and the Medical Center. The establishment of a unified unit in student care helps ensure synchronization, overall further promoting operational efficiency and aiming to enhance the professional image in student care and support, thereby performing better management and advisory work for the University leaders, and effectively coordinating with the Colleges and Campuses under UEH. Assoc. Prof. Dr. Bui Quang Hung - Vice President of UEH - was assigned to directly manage the Department of Student Affairs during the interim period. Mr. Nguyen Van Duong - Head of the Department of Student Affairs - was appointed to the position of Vice Head of the Department; Dr. Bui Quang Viet - Director of the Management Board of Dormitory - holds the position of Vice Head of the Board; Ms. Tran Thi Thuy Hai - Specialist of the Department of Student Affairs - holds the position of Vice Head of the Board; and Ms. Phan Lam Thao - Specialist of the Department of Student Affairs holds the position of Vice Head of the Department.

After a period of review and staff personnel supplement, meeting the number of officials and employees according to the regulations of the Government and UEH for the Department, from October 1, 2024, the University Office is considered a unit equivalent to the Department. The Party Committee agreed to assign Prof. Dr. Su Dinh Thanh - UEH Vice President - to directly manage the University Office in the interim period until the procedures and processes are implemented and a decision is made to appoint the University Office Leader according to regulations; appointed Mr. Le Dong Du to hold the position of Vice Chief of Office, and Ms. Dang Thi Ngoc Hung to hold the position of Vice Chief of Office.

The Party - Union Organization Office has been reviewed, supplemented with personnel, and met the number of officials and employees according to the regulations of the Government and UEH for the Department. From October 1, 2024, the Party - Union Organization Office is considered a Unit equivalent to the Department with the consistent approval of the Party Committee to assign Prof. Dr. Nguyen Khac Quoc Bao - Vice President of UEH - to directly manage the Party - Union Organization Office in the interim period until the procedures and the processes are implemented and a decision is made to appoint the Leader of the Party - Union Organization Office according to regulations; and appoint Dr. Nguyen Thien Duy - Chairman of the University Union - to hold the position of Vice Chief of Office; and Ms. Vo Thi Mai Xuan to hold the position of Vice Chief of Office.

From October 1, 2024, the Graduate School will be officially merged into the Department of Undergraduate Training according to the roadmap of the UEH Project regarding the establishment of the Department of Undergraduate Training. In other words, all functions, tasks and personnel of the Graduate School will be completely merged into the Department of Undergraduate Training. Assoc. Prof. Dr. Tu Van Binh - Vice Head of the Graduate School - will be appointed to the position of Vice Head of the Department of Undergraduate Training; Mr. Nguyen Ngoc Thai - Vice Head of the Graduate School - will be appointed to the position of Vice Head of the Department of Undergraduate Training.

In order to continue streamlining and reducing the number of training units according to the restructuring orientation, on August 23, 2024, the UEH University Council passed a Resolution approving the transfer of the Faculty of Foreign Languages under UEH to the School of Economics, Law and State Administration of UEH.

The announcement of the resolutions to establish Departments and award the decisions to appoint leaders took place successfully. Hopefully, the newly established units will quickly stabilize their operations, and the newly appointed personnel will promote their capacity, achieve many successes, and contribute to UEH in implementing the strategy to develop a Multidisciplinary and Sustainable University.
