On the morning of November 6, 2024, in order to contribute to the process of building policies and laws on artificial intelligence in Vietnam, UEH College of Economics, Law and Government (UEH-CELG) and the Institute for Policy Studies and Media Development (IPS) jointly organized the seminar "Developing and Using of Artificial Intelligence". The program attracted many lecturers, researchers, students and learners to attend both in-person and online formats.

Attending the program, on behalf of the Ministry of Information and Communications, there was the participation of Mr. Do Hoang Giang - Deputy Head of the Policy Department, Department of Information Technology Industry and Communications.

On behalf of the Institute for Policy Studies and Media Development (IPS), there was the participation of Mr. Nguyen Quang Dong - Director of the Institute; Mr. Nguyen Duc Lam - Policy Advisor; and Ms. Nguyen Lan Phuong - Research Officer of the Institute.

On behalf of the UEH College of Economics, Law and Government, there were Dr. Tran Thi Tuan Anh - Vice Rector of UEH-CELG; Dr. Duong Kim The Nguyen - Dean of the School of Law, UEH-CELG; and Dr. Nguyen Van Du - Vice Dean of the School of Government, UEH-CELG.

On behalf of the guest side, there was the participation of Associate Professor, Dr. Vo Tri Hao - Senior Advisor of University of Economics and Law, National University -  Ho Chi Minh City.

In her opening speech, Dr. Tran Thi Tuan Anh - Vice Rector of UEH-CELG - emphasized the importance of building an effective legal framework to control existing and potential risks and ensure safety for users of artificial intelligence (AI) in the context of the development of AI being assessed as a factor capable of creating breakthroughs in economic growth and social progress.

The seminar “Developing and using trustworthy artificial intelligence” was divided into 2 sessions. Session 1 provided an overview of the policies and legal frameworks shaping the development of AI and digital technology in Vietnam. Legal issues related to the current policy context, risk management initiatives, and controlled testing mechanisms for AI technology to the data market were mentioned to provide a comprehensive view of the potential and the challenges in terms of building a legal environment suitable for technology development trends. The discussion session was moderated by Dr. Duong Kim The Nguyen - Dean of the School of Law, UEH-CELG and Mr. Nguyen Quang Dong - Director of the Institute for Policy Studies and Media Development (IPS).

Session 1 includes 04 presentations as follows:

  • Presentation 1: Overview of the legal policy context related to AI and digital technology presented by Mr. Do Hoang Giang - Deputy Head of Policy Department, Department of Information Technology Industry, Ministry of Information and Communications.
  • Presentation 2: AI - Technology and Policy for AI development and risk management in Vietnam presented by Ms. Nguyen Lan Phuong - Research Officer, Institute for Policy Studies and Media Development.
  • Presentation 3: Controlled testing mechanism for AI technology presented by Assoc. Prof. Dr. Vo Tri Hao - Senior Advisor of University of Economics and Law (UEL) - National University Ho Chi Minh City.
  • Presentation 4: Legal framework for data market in Vietnam presented by Dr. Trinh Duy Thuyen - Lecturer of School of Law, UEH-CELG.

In Session 1, researchers raised important issues regarding the necessary legal framework regulating AI, especially when AI is increasingly becoming an indispensable part in fields from science to economics and social life with the following contents:

(1) Regulations on legal and accurate AI sources

(2) Regulations on “Digital Assets”

(3) AI Acceleration and Restriction Policies

(4) Protecting the privacy of AI users

Session 2 of the seminar was moderated by Dr. Duong Kim The Nguyen, Dean of the School of Law, UEH-CELG, and Mr. Nguyen Duc Lam, Policy Advisor, Institute for Policy Studies and Media Development (IPS). Session 2 focused on the discussion and debate around the theme of the seminar "Developing and using trustworthy artificial intelligence". This is an opportunity for experts, researchers and delegates to share their views, experiences and solutions towards a transparent, responsible and ethical AI platform. The contributions, both in person and online, helped clarify the challenges and opportunities in building a trustworthy AI environment while encouraging cooperation initiatives and policies to support AI development in Vietnam, with an emphasis on the Sandbox testing mechanism for AI.

With the goal of building an AI platform that is transparent, responsible, and ethical, issues discussed in Session 2 include:

(1) Ensuring transparency in AI algorithms

(2) Responsibility in AI development

(3) AI policies and regulations

(4) Solutions to ethical challenges in AI

The goal of the discussions is to identify challenges and to propose specific solutions, initiatives, and policies to build and to maintain a trustworthy AI platform in Vietnam while facilitating the sustainable development of this technology in the future.

In his closing remarks, Dr. Duong Kim The Nguyen stated: “After 3 hours of enthusiastic and creative work, we have delved into key issues in the development and application of AI in important areas, especially in building a legal framework for AI. We have identified the negative aspects of AI and the importance of developing a legal framework for a controlled testing mechanism, to ensure that AI technology can be applied responsibly, safely and effectively.”

The Organizing Committee would like to thank the Institute for Policy Research and Media Development and affirms that it has laid the foundation for long-term cooperation between UEH-CELG and IPS, with a commitment to jointly promote initiatives on technology and AI. The ideas, proposals, and plans discussed at the seminar are to become a solid step in developing technology, and certainly opening up opportunities for deeper cooperation between organizations and experts domestically and abroad, creating a premise for conferences in the field of AI and data in early 2025.
