On the afternoon of June 27, 2025, at the ceremony commemorating the 34th anniversary of the founding of Ba Ria - Vung Tau Province (August 12, 1991 – August 12, 2025), the University of Economics Ho Chi Minh City (UEH) was honored to receive a Certificate of Merit from Mr. Nguyen Van Tho, Chairman of the Provincial People’s Committee, in recognition of its outstanding and practical contributions to the province’s socio-economic development. This significant milestone further affirms UEH’s role in its mission to accompany provinces and cities nationwide on the path toward sustainable development.

Mr. Nguyen Van Tho, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, presented the Certificate of Merit to UEH and other collectives with outstanding contributions.

In his address at the 34th Anniversary Ceremony of Ba Ria - Vung Tau Province, Comrade Nguyen Van Tho – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee – affirmed: Over the past 34 years, the Party, government, and people of Ba Ria - Vung Tau have demonstrated resilience in overcoming numerous challenges, leveraging intellect, determination, and a spirit of innovation to achieve remarkable accomplishments across economic, cultural, social, defense, and security domains. Amid deepening international integration, to effectively harness existing potentials and resources, the province has placed particular emphasis on building strategic partnerships, with the active collaboration of the University of Economics Ho Chi Minh City (UEH).

On September 15, 2022, the People’s Committee of Ba Ria - Vung Tau Province and UEH signed a Cooperation Agreement for the period 2022–2025. Building on positive results, both parties have agreed to extend and upgrade the agreement through 2030, establishing UEH as a comprehensive strategic partner in research, policy consulting, technology transfer, and human resource development.

As a multidisciplinary university with academic prestige and practical consulting capabilities, UEH has implemented numerous initiatives in collaboration with Ba Ria - Vung Tau Province, including: participating in policy analysis, project development, and proposing socio-economic management solutions for the province, as well as conducting training and professional development programs to enhance the quality of the local workforce.

From 2022 to 2025, the partnership between UEH and Ba Ria - Vung Tau Province has yielded many practical, long-term, and strategically significant outcomes closely aligned with local needs. Notable achievements include:

In Research and Consulting, UEH:

+ Provided assessments and critical feedback on the draft Provincial Planning Dossier for Ba Ria - Vung Tau for the 2021–2030 period, with a vision to 2050, and contributed opinions at the Provincial Planning Consultation Workshop (2022).

+ Dispatched scientists, researchers, and experts to serve on advisory councils and organized the Vung Tau Smart City Workshop (November 2022), facilitating exchanges and cooperation among domestic and international scholars and businesses in science, technology transfer, and solution design.

+ Participated in and contributed to workshops on two projects developed by the Province to implement Politburo Resolution No. 24-NQ/TW and Government Resolution No. 154/NQ-CP: the Project for the Development of Con Dao to 2030, with a vision to 2050 (Workshop on October 6, 2023); and the Project to Develop Ba Ria - Vung Tau into a National Maritime Economic Center (First Consultation Workshop on April 15, 2024).

+ Conducted research and developed the Project to Transform Vung Tau City into a World-Class High-Quality Tourism Center (led by the Institute of Smart City and Management, with a consultation workshop held on June 15, 2024).

+ Implemented the project “Research on the Current Situation, Potential, and Proposed Solutions for the Development of Trade, Services, and Tourism in Long Dien District, Ba Ria – Vung Tau Province to 2030, with a Vision to 2050” (led by the Institute for Regional Development Research and Consulting, accepted in 2024).

+ Executed the project “Assessment of Science and Technology Indicators Impacting the TFP Index of Ba Ria - Vung Tau Province” (led by the Institute for Regional Development Research and Consulting, 2025).

+ Proposed a provincial-level science and technology assignment: “Research on Developing a System of Solutions to Increase the Proportion of the Digital Economy in the GRDP of Ba Ria - Vung Tau Province in Accordance with Politburo Resolution 57-NQ/TW dated December 22, 2024” (Institute for Regional Development Research and Consulting and Institute of Smart City and Management, 2025).

+ Provided feedback on the draft Report on Socio-Economic Development for the First Nine Months, Estimated Full-Year 2024 Results, Directions and Tasks for 2025, and Key Indicators for the 2025–2030 Term (2025).

+ Contributed to the draft Political Report of the Provincial Party Executive Committee (7th term) and the Report on the Five-Year Implementation of the Provincial Party Congress Resolution (2025).

In Training and Professional Development, UEH:

+ Organized a Master of Public Policy Executive program for localities in the Southeast region, offering up to 50% tuition scholarships for the entire course (including eight department-level or higher leaders and managers from Ba Ria - Vung Tau currently enrolled).

+ Conducted a short-term training course on “Innovation and Digital Transformation in the Public Sector” for over 100 key provincial and district leaders (Institute of Public Policy, 2022).

+ Assigned qualified and experienced lecturers to teach specialized modules for the Provincial Party Executive Committee’s leadership development program (2023).

+ Held two professional training classes: one on budget accounting at all levels (2023), and another on accounting for communes, wards, and townships (2024), delivered by UEH Mekong Campus.

+ Provided lecturers with professional qualifications and Ministry of Finance-issued Appraiser Cards to teach knowledge update courses on land price determination in Vung Tau City (organized by the Vung Tau City People’s Committee and Ba Ria - Vung Tau Trade Union Vocational Education Center, 2024).

+ Organized two special classes on “Enhancing Leadership and Management Capacity to Promote Competitiveness and Sustainable Development of Ba Ria – Vung Tau Province” for over 130 key provincial leaders (Institute for Regional Development Research and Consulting, 2025).

With nearly half a century of establishment and development, the University of Economics Ho Chi Minh City has established its reputation and professional capacity in education, research, and policy consulting. UEH not only partners with the business community, professional associations, and government agencies in advanced training in economics, management, law, technology, and design, but also plays a pivotal role in knowledge creation and improving human resource quality for sustainable development. 

On this journey, UEH consistently prioritizes building comprehensive, long-term partnerships with domestic and international partners through the strategic program “Connecting Communities – Spreading Knowledge – Acting Sustainably.” This is not only an academic commitment but also a clear demonstration of UEH’s social responsibility in accompanying localities, organizations, and businesses to cultivate high-quality human resources and disseminate multidisciplinary knowledge to the community in a practical and sustainable manner.
