UEH Hosts National Scientific Conference on "Economics, Law, Management, and Sustainable Development under the Impact of the 2024 Land Law" at the UEH Mekong Campus

On the morning of June 21, 2024, the University of Economics Ho Chi Minh City (UEH) hosted the National Scientific Conference on "Economics, Law, Management, and Sustainable Development under the Impact of the 2024 Land Law" at its Mekong Campus. The conference was organized by the UEH College of Economics, Law and Government (UEH-CELG) and the UEH Mekong Campus, marking a key event in the series of activities celebrating the 5th anniversary of the campus's establishment (December 4, 2019 - December 4, 2024).

Attending the conference from the Ministry of Natural Resources and Environment was Dr. Nguyen Dac Nhan – Deputy Director-General of the Department of Land. Representing provincial leadership and departments from the Mekong Delta region were: Ms. Le Hong Dao – Member of the Provincial Party Committee, Vice Chairwoman of the Vietnam Fatherland Front Committee of Vinh Long Province; Mr. Nguyen Van Ngung – Chief Justice of the People's Court of Vinh Long Province; Mr. Duong Minh Chien – Deputy Director of the Department of Justice of Vinh Long Province; Mr. Phan Thanh Hoang – Deputy Director of the Department of Finance of Vinh Long Province; Mr. Tran Chanh Thanh – Deputy Director of the Statistics Office of Vinh Long Province; Mr. Cao Thanh Son – Director of the Department of Justice of An Giang Province; Ms. Le Thi Hong Gam – Deputy Director of the Department of Finance of Long An Province, among others.

Representing UEH's leadership were: Prof. Dr. Su Dinh Thanh – President of UEH; Dr. Dinh Cong Khai – Vice President of UEH; Assoc. Prof. Dr. Pham Khanh Nam – Rector of UEH-CELG; Dr. Tran Thi Tuan Anh – Vice Rector of UEH-CELG. Also in attendance were the Deans and Heads of Divisions from UEH-CELG, including: Dr. Duong Kim The Nguyen – Dean of the School of Law; Assoc. Prof. Dr. Diep Gia Luat – Dean of the School of Public Finance; Dr. Nguyen Van Du – Vice Dean of the School of Government; Assoc. Prof. Dr. Nguyen Ngoc Vinh and Dr. Nguyen Kim Duc – Vice Deans of the Institute for Regional Development Research and Consulting; along with the Board of Directors, leaders, lecturers, and students of the UEH Mekong Campus. The conference was also honored to welcome over 120 delegates, including scientists and research experts from universities, colleges, banks, enterprises, associations, and law firms.

An overview of the conference.

In his opening remarks, Prof. Dr. Su Dinh Thanh – President of UEH, shared: "Land law and policy play a crucial role in national development. Land is not only a place of residence and a source of livelihood for our people but also a vital resource for the country's comprehensive development. The National Assembly passed the 2024 Land Law, which is expected to take effect on August 1, 2024, to optimize the management and use of land resources while meeting the demands of industrialization, modernization, social equity, and stability. In line with its mission to 'Fulfill UEH's responsibility in training, research, consulting, and policy feedback to contribute to the sustainable development of the nation,' UEH has conducted numerous research projects and provided policy feedback that has significantly contributed to the development of key national regions and the country as a whole. To support the effective implementation of the amended Land Law and analyze its impacts, UEH is hosting this national scientific conference. This is an opportunity for us to collectively explore and discuss the law's effects on the economy, legal framework, management, and sustainable development. We hope that through this conference, we will make valuable contributions to ensure the 2024 Land Law is implemented effectively, thereby fostering Vietnam's sustainable growth."

The conference attracted numerous papers from scientists, researchers, and experts, creating a forum for sharing perspectives on the impacts of the 2024 Land Law. The event received a report from an expert from the Ministry of Natural Resources and Environment and selected 54 articles for publication in the Conference Proceedings. These peer-reviewed articles will serve as a valuable resource for research and for proposing solutions to refine land legislation and enhance state management effectiveness once the 2024 Land Law comes into force.

The conference was organized into a Plenary Session and three parallel discussion sessions.

In the Plenary Session, chaired by Dr. Dinh Cong Khai, Assoc. Prof. Dr. Pham Khanh Nam, and Dr. Duong Kim The Nguyen, delegates heard a presentation from Dr. Nguyen Dac Nhan on “Lease rights in land lease contracts - A new feature of the 2024 Land Law.” This was followed by a discussion led by Dr. Nguyen Kim Duc on “Issues and Solutions for Specific Land Price Valuation under the 2024 Land Law.”

Discussion Session A, chaired by Dr. Duong Kim The Nguyen, Senior Judge Nguyen Van Ngung, and Mr. Cao Thanh Son, focused on the theme “The 2024 Land Law in the Context of Socio-Economic Development and State Management.”

The national conference served as a vital scientific forum for experts and scientists to share groundbreaking research and analyze the impacts of the new Land Law on other legal fields and socio-economic development trends. The outcomes of the conference are significant contributions aimed at promoting the sustainable development of Vietnam and the Mekong Delta region in particular.
