UEH Hosts National Scientific Conference on "Orientations and Solutions to Innovate Methods of Resource Mobilization and Efficient Utilization for Transport Infrastructure Development in the Mekong Delta in the Context of Climate Change Adaptation"

On the morning of August 14, 2026, the University of Economics Ho Chi Minh City (UEH) organized a National Scientific Conference themed "Orientations and Solutions to Innovate Methods of Resource Mobilization and Efficient Utilization for Transport Infrastructure Development in the Mekong Delta in the Context of Climate Change Adaptation" at the UEH Vinh Long Campus in Vinh Long Province.

The conference was held within the framework of the national science and technology task “Renewing the methods of mobilizing and effectively using resources for the development of transport infrastructure in the Mekong Delta, adapting to climate change”, code KX.01.04/21-30, under the KX.01/21-30 Programme, chaired by Assoc. Prof. Dr. Bùi Quang Hùng - President of the University of Economics Ho Chi Minh City (UEH).

An overview of the conference

Delivering the opening remarks, Assoc. Prof. Dr. Bùi Quang Hùng - President of UEH emphasized the important role of the Mekong Delta in agricultural and aquaculture production, trade, logistics and connectivity with domestic and international markets. Amid climate change, rising sea levels, erosion, subsidence and saltwater intrusion increasingly affecting the region, transport infrastructure development must go beyond simply increasing the number of projects and instead aim for a synchronized, multimodal system with strong regional connectivity and long-term adaptive capacity. According to Assoc. Prof. Dr. Bùi Quang Hùng, the question of resources also needs a comprehensive approach, encompassing not only investment capital but also human resources, science and technology, land, natural resources, governance capacity and the ability to coordinate between the State, businesses and society. Drawing on the realities of Vinh Long, the conference focused on three key issues: renewing the methods of mobilizing resources; improving the effectiveness of resource use in connection with regional planning, inter-local linkages, logistics and multimodal transport; and integrating climate change adaptation requirements from the planning and investment stages onwards.

The programme continued with three presentations addressing different aspects of transport infrastructure development in Vinh Long and the Mekong Delta. Opening the presentation session, Mr. Lê Văn Nhân - Deputy Director of the Vinh Long Provincial Department of Construction presented “Transport Infrastructure Development in Vinh Long Province: Practice, Challenges and Solutions in the Context of Climate Change Adaptation”. The presentation focused on the province’s transport infrastructure development in practice, the challenges arising during the investment process and the need to incorporate climate change adaptation into infrastructure development orientations, while proposing an adaptation-oriented approach that prioritizes resources for projects with regional connectivity, synchronizes planning, mobilizes diverse sources of capital and strengthens linkages between localities. Next, Dr. Nguyễn Thắng Lợi - Acting Deputy Director of the Vietnam Logistics Research and Development Institute presented “Developing the Logistics System and Multimodal Transport Infrastructure to Enhance the Competitiveness of the Mekong Delta: Current Situation, Emerging Issues and Recommendations”. The presentation highlighted the relationship between multimodal transport development and the logistics system, with a view to improving connectivity, reducing logistics costs and enhancing the competitiveness of goods from the Mekong Delta. In the third presentation, Mr. Lê Quang Răng - Deputy Director of the Vinh Long Provincial Department of Agriculture and Environment presented “The Importance of Investment in Irrigation and Dyke Works Combined with Transport to the Socio-Economic Development Goals of Vinh Long Province”. The presentation showed the interconnection between irrigation systems, dykes and transport in socio-economic development, disaster prevention and climate change adaptation. Synchronized planning and investment in multipurpose works was identified as a solution contributing to the effective use of resources and greater sustainability of the infrastructure system.

Following the presentations, delegates, experts and scientists exchanged views on solutions for mobilizing and effectively using resources to develop transport infrastructure in the Mekong Delta, focusing on developing logistics infrastructure, strengthening inter-regional connectivity, diversifying resources and improving the efficiency of resource allocation and use.

Drawing on the views exchanged, the conference pointed to the need to diversify sources of capital and improve the effectiveness of resource use; to harness State resources as a leading force; to capitalize on the advantages of waterways, strengthen the application of technology and direct investment on a regional basis and according to connectivity in order to avoid the fragmentation and thin spreading of resources. At the same time, greater attention should be paid to capturing the added value generated by infrastructure, thereby improving the efficiency of infrastructure use, reducing logistics costs and creating momentum for the socio-economic development of the Mekong Delta.

Holding the conference at the UEH Vinh Long Campus helped create a bridge between scientific research and the province’s development in practice, while broadening the perspective from Vinh Long’s specific issues to the shared challenges of the entire Mekong Delta. It was also an opportunity for scientists, management agencies and stakeholders to exchange views, share experience and propose highly practical solutions. The conference contributed additional scientific grounding for policy planning and promoted coordination among the State, localities, businesses and research institutions, working towards a synchronized, modern, multimodal transport infrastructure system that adapts to climate change.
