On April 2, 2026, at the National Economics University (NEU), the University of Economics Ho Chi Minh City (UEH), in collaboration with NEU, organized a national scientific seminar on the theme “Theoretical and Practical Foundations for Completing the Institutional Framework for National Digital Data Development and Governance.” The event, held within the framework of a national-level science and technology research project, attracted a large number of scholars, experts, and administrators.

An overview of the seminar
On behalf of UEH, the seminar was attended by Prof. Nguyen Dong Phong - Chairman of the UEH Strategic Development Council; Prof. Nguyen Khac Quoc Bao - Secretary of the Party Committee; together with members of the research project team. On behalf of NEU, the seminar was attended by Prof. Nguyen Thanh Hieu - NEU's Vice President; Assoc. Prof. Nguyen Thanh Ha - Chairwoman of the Advisory Council; together with representatives of the leadership of member colleges, departments, divisions, faculties, institutes, and centers under and affiliated with the University, as well as lecturers.
The seminar was also attended by Dr. Nguyen Manh Hung - Member of the 16th National Assembly, Committee on Economic and Financial Affairs of the National Assembly; Dr. Nguyen Quang Huy - Deputy Director General of the Department of General Economic Affairs, Central Party Commission for Strategy and Policy; Dr. To Hong Nam - Deputy Director General of the Department of Science, Technology and Information, Ministry of Education and Training; Dr. Nguyen Huu Xuyen - Deputy Director of the Institute of Strategy and Policy on Science, Technology and Innovation, Academy of Science, Technology and Innovation, Ministry of Science and Technology; Dr. Nguyen Nhat Linh - Secretary of the Ho Chi Minh Communist Youth Union of the Vietnam Fatherland Front and Central Mass Organizations; and Assoc. Prof. Dr. Pham Ngoc Thach - Secretary of the Party Committee of Hanoi University.
The seminar was a key activity under the national-level science and technology project “Completing the Institutional Framework for National Digital Data Development and Governance to Create Momentum for Rapid and Sustainable National Development in the New Context,” led by Prof. Nguyen Khac Quoc Bao. The content focused on three main directions: completing the theoretical foundation; analyzing international experience; and assessing the current situation and proposing institutional solutions in Vietnam.
Speaking at the seminar, Prof. Nguyen Thanh Hieu - Vice President of NEU - emphasized that in the context of digital transformation, data has become a strategic resource for modern governance and national competitiveness, while also posing an urgent need for a synchronized, effective, and secure institutional framework.

Prof. Nguyen Khac Quoc Bao - Secretary of the UEH Party Committee - emphasized a systematic approach to data research and policymaking: “In the context of digital transformation, data is not merely a component of digitalization, but has become a strategic resource directly linked to the quality of national governance and the competitiveness of the economy. However, data can only truly create value when placed within an appropriate institutional framework that ensures its creation, connection, sharing, exploitation, and use in an effective, safe, and responsible manner.

At the seminar, the presentations focused on clarifying the role of data as a “new means of production,” while also analyzing international experience in developing and operating data institutions. From there, a number of recommendations were made toward completing a modern legal framework, strengthening data interoperability, and ensuring a balance between economic value creation and security and privacy requirements.

The discussion session recorded many in-depth opinions, notably the view of shifting from “data management” to “data governance” as a strategic resource, linked to improving implementation capacity and inter-sectoral coordination.

The seminar is a scientific forum of practical significance, helping connect academic research with management practice and policymaking, thereby clarifying scientific arguments and suggesting many important policy implications for the process of completing the institutional framework for national digital data development and governance.
