On March 29th, 2022, University of Economics Ho Chi Minh City (UEH) cooperated with Banking University of Ho Chi Minh City in organizing a scientific conference titled “Orientations for socio-economic development in the 2021-2030 period in the Document of the 13th Party Congress”. The conference aims at creating a scientific forum for lecturers, researchers, managers and scientists to discuss, to share views and to exchange research results on issues regarding content of the Document of the XIII Congress, contributing to practical and effective service as well as mastering and implementing the Resolution of the XIII Congress in many fields.
Attending the seminar, on behalf of UEH leaders, there were Prof. Dr. Nguyen Dong Phong - Secretary of the Party Committee - Chairman of the School Council; Prof. Dr. Su Dinh Thanh - Rector of UEH - Co-Head of Steering Committee, Workshop Organizing Committee. On behalf of Banking University of Ho Chi Minh City, there were Assoc. Prof. Dr. Nguyen Duc Trung - Vice Rector in charge of the University - Steering Committee, Conference Organizing Committee together the presence of delegates and lecturers from 2 schools.

Overview of the Seminar
Speaking at the opening of the workshop, Prof. Dr. Su Dinh Thanh - Rector of UEH shared: “The 13th Party Congress of the Party was held 1 year ago; currently, the Party and our State are very interested in promoting the Congress Documents into the practical living fields. It should be admitted that the contents of the documents are very extensive, especially focusing on perfecting Vietnamese socio-economic institutions to develop in accordance with the socialist-oriented market mechanism, solving the problems of Vietnam and those of global challenges listed as sustainable growth. To solve these problems requires us to have a scientific foundation as well as a practical basis, thereby, proposing solutions in implementing and bringing all the contents of the document to life so as to develop national Vietnamese economy. On the basis of such awareness, University of Economics Ho Chi Minh City and Banking University of Ho Chi Minh City have collaborated to organize this scientific conference. In addition, UEH is in the process of restructuring towards a multidisciplinary and sustainable university; therefore, our University is very interested in developing academic and applied research together with policies to promote teaching staff to participate in promoting activities of consulting, criticizing, planning, contributing and perfecting policies, related to local socio-economic development issues of the local areas in parallel in connection with units, organizations and universities to jointly promote practical research activities. In short, today's scientific conference has proven this.”

Prof. Dr. Nguyen Duc Trung - Vice President of Banking University of Ho Chi Minh City emphasized that: “In accordance with the presentations at this Conference, the University of Economics of Ho Chi Minh City and Banking University of Ho Chi Minh City will jointly summarize and send these summary points to the Central Economic Committee to serve as a reporting foundation to the Politburo regarding scientific forums, scientific contributions and theory perfection of the 13th Congress”.

The conference has received the attention of scientists, experts, policy makers with 130 highly-qualified articles with viewpoints and evaluations from diverse angles with the purpose of clarifying the strongly critical innovation thinking of the 13th National Party Congress.
Within the framework of the conference, the speakers and the experts had presentations and discussions focusing on 05 main topics including:
Presentations were presented at the workshop as follows: “Adapting to the fourth industrial revolution for fast and sustainable development” presented by Assoc. Dr. Nguyen Minh Tuan; “Innovation of growth model and development of the digital economy in Vietnam in the spirit of the XIII Congress” by Dr. Do Lam Hoang Trang; “The issue of human security in the Document of the 13th Congress of the Communist Party of Vietnam” by Dr. Ngo Thi Kim Lien; “Transformation of public investment towards economic growth and implementation of social justice today” by MSc. Truong Thi Thuy Dung as well as personal viewpoint regarding “Arousing the aspiration for national development” in the Document of the 13th Party Congress and other problems posed in teaching political theory presented by Dr. Le Hoang Viet Lam.

In accordance with the orientations of our Political Party, this Seminar analyzed and clarified the guidelines and views that must be flexibly applied in awareness and practice. Scientists, experts and researchers do believe that it is necessary to build and complete synchronously the institutions for sustainable development in terms of economy, politics, culture, society, environment and so on in order to promptly remove difficulties and obstacles; awakening all potentials and resources as well as creating a driving force for the development of a socialist-oriented market economy. In the context of the Covid-19 pandemic, the new requirements of the digital economy, the circular economy, and the green economy have posed problems in science and technology development, building E-government, business models and so on to meet the requirements of the fourth industrial revolution.
What is more, this Workshop mentioned that the development of industrialization and modernization in new conditions with deep quality requirements must create a favorable environment for effective mobilization, allocation and resource use as well as promote investment, production and business in smart urban areas, regional economies and new rural areas. At the same time, researchers and experts also focused on clarifying the conflicting effects leading to instability in security and social order in the process of implementing the socio-economic development orientation for the 2021-2030 period and other important contents.
