UEH Partners with Ca Mau Province to Enhance Public Sector Management Capacity

Recently, the University of Economics Ho Chi Minh City (UEH), in collaboration with the Ca Mau Provincial People's Committee, organized a series of training programs aimed at enhancing the leadership and management capacity of the public sector workforce. The initiative contributes to improving local competitiveness, fostering sustainable growth, and ensuring the effective operation of the two-tier local government model for the 2026–2030 period.

From December 10, 2025, to January 17, 2026, at the Ca Mau Provincial Historical Archives Center, UEH and the Ca Mau Provincial People's Committee successfully held a series of training programs on "Enhancing Ca Mau Province's Competitiveness" toward double-digit growth for the 2026-2030 period, while also building the leadership and management capacity of commune-level officials within the two-tier local government model.

The program was designed for key leaders and managers from provincial departments and agencies, as well as management officials from the Party Committees, People's Councils, and People's Committees at the commune level. This is one of the key activities implementing the Comprehensive Cooperation Agreement between UEH and the Ca Mau Provincial People's Committee for the 2025-2030 period.

Attending and directing the program was Mr. Nguyen Minh Luan – Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee. From the Department of Finance, attendees included Mr. Huynh Cong Quan – Director, and other deputy directors. From the Department of Home Affairs, attendees included Mr. Nguyen Minh That and Mr. Tran Buu Nhan – Deputy Directors.

From UEH, attendees included: Dr. Dinh Cong Khai – Vice President of UEH; Prof. Dr. Su Dinh Thanh – Chairman of the Scientific and Training Council, concurrently Editor-in-Chief of the Journal of Asian Business and Economic Studies (JABES) and Dean of the Institute for Regional Development Research and Consulting, former President of UEH; Dr. Nguyen Kim Duc – Acting Dean of the School of Economics, concurrently Vice Dean of the Institute for Regional Development Research and Consulting; and Nguyen Thanh Su, M.A. – Vice Dean of the Institute for Regional Development Research and Consulting.

Within the framework of the series, UEH and the Ca Mau Provincial People's Committee successfully organized two training programs:

"Enhancing Ca Mau Province's Competitiveness Towards Double-Digit Growth for the 2026–2030 Period," held from December 10 to 29, 2025.
"Enhancing Leadership and Management Capacity for Commune-Level Officials in the Two-Tier Local Government Model," held from December 12, 2025, to January 17, 2026.

The program engaged leaders from provincial departments, planned officials, and management from Party Committees, People's Councils, and People's Committees at the commune level. The training courses focused on updating modern governance mindsets, enhancing policy planning and execution skills, and providing foundational knowledge on local development management. The program was delivered through a combination of theory and case studies, with in-depth discussions on the province's practical issues and 'bottlenecks'.

The collaboration between Ca Mau Province and UEH over the past period has contributed to the effective implementation of this training series, aiming to enhance the province's competitiveness and strengthen the leadership skills of key officials at all levels. These collaborative efforts not only support the locality in achieving its sustainable growth targets for the 2026–2030 period but also lay a crucial foundation for the effective operation of the two-tier local government model.

With a spirit of close cooperation and long-term commitment, UEH and Ca Mau Province expect to continue building on these achievements, contributing to the successful realization of the development goals set forth in the resolutions of the Provincial Party Congress, and aiming for a dynamic, modern, and breakthrough future for Ca Mau.
