On April 28, 2026, the University of Economics Ho Chi Minh City (UEH) officially signed a Memorandum of Understanding (MOU) with the People's Committee of Xuan Hoa Ward and the Ho Chi Minh Communist Youth Union of Xuan Hoa Ward. This marks a continued step in UEH's engagement with local authorities and civic organizations, contributing to the development of a civilized and sustainable urban community in Ho Chi Minh City.

Attending the conference on behalf of UEH were Dr. Dinh Cong Khai - Vice President of UEH, along with members of the working delegation.
Also present at the ceremony were Mr. Nguyen Hong Tay - Deputy Head of the Southern Representative Office of the Ministry of Home Affairs; Mr. Tran Van Nam - Party Secretary and Chairman of the Xuan Hoa Ward People's Council; Mr. Nguyen Hung Hau - Chairman of the Xuan Hoa Ward People's Committee, along with representatives from numerous universities, research institutes, and high schools in the area.
Speaking at the conference, Mr. Tran Van Nam - Party Secretary and Chairman of the Xuan Hoa Ward People's Council, emphasized the locality's proactive spirit of innovation in the context of Ho Chi Minh City's drive to strengthen urban governance. With the advantage of being home to numerous educational institutions, research institutes, historical and cultural landmarks, and intellectual resources, Xuan Hoa Ward is poised to develop into a knowledge hub, a modern urban space, and a civilized community. In that spirit, the Ward has proactively implemented a cooperation model based on a "commission-research-application" mechanism with UEH and other universities, research institutes, academies, and high schools in the area.

At the event, Dr. Dinh Cong Khai - Vice President of UEH, affirmed that UEH is ready to accompany Xuan Hoa Ward by leveraging its expertise in training, scientific research, digital transformation, innovation, and community service. This also reflects UEH's consistent commitment to connecting academic knowledge with the practical socio-economic development needs of local communities.

Drawing on the strengths and capabilities developed throughout the journey as a Multidisciplinary and Sustainable University, UEH signed the cooperation agreement with the Xuan Hoa Ward People's Committee and the Ho Chi Minh Communist Youth Union of Xuan Hoa Ward, focusing on the following key areas:
- Organizing activities in public spaces: developing the Ho Con Rua area and Phan Dinh Phung Park into distinctive community cultural spaces for Xuan Hoa Ward, ensuring healthy content with priority given to culture, arts, academics, and student exchange activities at an appropriate scale;
- Collaborating to establish and operate student clubs, promoting the engagement of students and youth in the area and leveraging the core role of higher education institutions with relevant strengths;
- Cooperating to support training and improve educational quality in the area through organizing experiential, internship, social, and volunteer activities for students; supporting pupils in participating in learning programs, career orientation, and skills development; as well as fostering and enhancing the capacity of teaching staff, particularly in foreign languages, soft skills, and the application of technology in teaching;
- Collaborating to implement community service and local development activities through environmental, social welfare, youth volunteer, and startup support programs, while also researching, proposing, and implementing solutions in digital transformation, economics, and urban living, contributing to the development and piloting of Xuan Hoa Ward as a model ward.

The Ho Chi Minh Communist Youth Union of UEH, together with other units, signed the agreement with the Ho Chi Minh Communist Youth Union of Xuan Hoa Ward.
Prior to the ceremony, during a working session held earlier the same day with the leadership of Xuan Hoa Ward, UEH also discussed and proposed a number of cooperation areas, including: training programs to enhance public sector leadership and management capacity; strengthening financial management, accounting, and public sector investment capacity; improving legal and administrative knowledge; and training programs for the education sector, along with research, technology transfer, and application initiatives. Notably, the UEH Institute for Smart City and Management presented a proposal to organize public space from the Ho Con Rua area through to Phan Dinh Phung Park.

With the goal of accompanying Xuan Hoa Ward on its roadmap to becoming a "model ward" by 2030, UEH commits to mobilizing expert resources, knowledge, and experience to build a scientific foundation, refine the criteria, and implement concrete, applied solutions. Reinforcing its role as a Multidisciplinary and Sustainable University, UEH aims to deliver practical benefits to local communities throughout the journey toward modern, sustainable urban development.
