On April 24, 2026, in Hanoi, the University of Economics Ho Chi Minh City (UEH) officially became a founding member of the Governance and Public Policy Association (GPPA), together with prestigious academies, universities, and training institutions across Vietnam.
Attending the launch ceremony of the GPPA network were Prof. Nguyen Xuan Thang - Member of the 13th Politburo and Chairman of the Central Theoretical Council; Assoc. Prof. Tran Thanh Giang - Chief of Office of the Ho Chi Minh National Academy of Politics; Dr. Nguyen Cao Thinh - Chief of Office of the Ministry of Ethnic and Religious Affairs; Assoc. Prof. Truong Thi Hong Ha - Deputy Director-General of the Department of Judicial Reform, Central Internal Affairs Commission; Assoc. Prof. Luu Bich Ngoc - Chief of Office of the National Council for Education and Human Resource Development, Ministry of Education and Training, along with leaders from various academies, universities, and research institutes nationwide.
From UEH were: Assoc. Prof. Bui Quang Hung - Interim President of UEH; Dr. Tran Thi Tuan Anh - Vice Rector of the College of Economics, Law and Government (CELG); and Assoc. Prof. Nguyen Le Hoang Thuy To Quyen - Vice Dean in charge of the School of Government, CELG.

Overview of the ceremony
The event was hosted by the National Economics University in conjunction with the first annual scientific forum, titled “National Governance and Public Management Education in the New Era,” which attracted numerous scholars, policymakers, and representatives from training institutions in public policy.
The network’s founding members include: National Economics University; University of Economics Ho Chi Minh City; Academy of Policy and Development; Academy of Public Administration and Governance - Ho Chi Minh National Academy of Politics; Graduate Academy of Social Sciences - Vietnam Academy of Social Sciences; Vietnam National University of Agriculture; University of Social Sciences and Humanities - Hanoi Vietnam National University; University of Economics - University of Da Nang; University of Economics - Hue University; and the Institute of Socio-Economic and Environmental Studies - Ho Chi Minh National Academy of Politics.
The GPPA network is established to strengthen connections among training institutions in public policy and governance, promote collaboration in research, education, and knowledge sharing, and thereby contribute to improving the quality of human resources in management and policymaking in the context of digital transformation and globalization.
UEH’s role as a co-founding member reflects its commitment to contributing to the national academic and policy ecosystem, while leveraging its interdisciplinary strengths in economics, law, governance, and public policy, integrating research with practice, and aiming for policy impact and sustainable development.

Following the launch of the GPPA network, the program continued with the first annual scientific forum themed “National Governance and Public Management Education in the New Era.” At the forum, Assoc. Prof. Nguyen Le Hoang Thuy To Quyen - Vice Dean in charge of the School of Government, College of Economics, Law and Government (CELG), represented UEH in the roundtable discussion session.

Experts at the forum noted that the digital economy and data-driven governance are fundamentally transforming the structure and operation of the global economy. In this context, national governance is playing an increasingly critical role in shaping each country’s competitiveness and sustainable development. Accordingly, the need to innovate national governance models was emphasized, with a focus on enhancing governance capacity toward greater modernity and effectiveness, and on building a streamlined, efficient administrative system that serves citizens and supports socio-economic development.
