An overview of the seminar
The seminar was attended by Dr. Nguyen Thien Duy – Chairman of the UEH Trade Union; Ms. Phan Thi Thu Hang, M.A. – Member of the UEH Trade Union Standing Committee; along with other union officials and members.
The speaker for the event was Lieutenant Colonel Bui Thai Duc –Principal Specialist of the Advisory Division, Ho Chi Minh City Police Department - an expert with extensive experience in cybersecurity and high-tech crime prevention.

Lieutenant Colonel Bui Thai Duc shared insights on sophisticated online fraud schemes
During the report, Lieutenant Colonel Bui Thai Duc provided practical and vivid information, focusing on two main areas: the fundamental provisions of the Cybersecurity Law and measures to prevent online fraud.
Regarding the Cybersecurity Law and violations, the speaker highlighted common behaviors that risk breaking the law, such as sharing internal information, state secrets, or personal images without permission; posting false information or misleading viewpoints; and engaging in uncivilized conduct or violating regulations on traffic safety and aviation security online. Specific examples, such as disclosing information from photos containing metadata, posting certificates of merit that reveal personal details, or sitting on luggage carousels, were analyzed in detail regarding their illegality and potential penalties.
The section on online fraud was of particular interest to the attendees. The speaker presented alarming statistics: In 2023, global losses from online fraud amounted to 53 billion USD, with Vietnam accounting for approximately one-third (according to GASA's hypothetical calculations). He detailed several sophisticated fraud schemes:
At the end of the report, Lieutenant Colonel Bui Thai Duc summarized the golden rules for preventing fraud, encapsulated in "4 DON'Ts":
1. "DON'T BE AFRAID" - Do not panic; remain calm when receiving threatening calls.
2. "DON'T BEFRIEND" - Limit friending and interacting with strangers online.
3. "DON'T BE GREEDY" - Be wary of tempting offers, gifts, and "too-good-to-be-true" investment opportunities.
4. "DON'T TRANSFER MONEY" - Never transfer money or provide account information, passwords, or OTP codes to strangers.
The speaker also urged everyone to be vigilant and report crimes via the hotlines of the Ministry of Public Security (069.2326.555) and the Ho Chi Minh City Police (069.3187.255).
The special report session was conducted in a serious yet engaging atmosphere, with interactive questions that left a lasting impression and provided valuable knowledge for the attendees. Through this program, the UEH Trade Union hopes that every staff member and employee will become a "fortress" of security, not only protecting themselves and their families but also helping to disseminate knowledge and join hands in combating online fraud.
