University of Economics Ho Chi Minh City Transitions to Next-Generation Leadership, Continuing to Implement UEH Strategy 2025-2030

University of Economics Ho Chi Minh City (UEH) has transitioned to next-generation leadership, passing the responsibility from Prof. Dr. Su Dinh Thanh - President of UEH, to continue implementing the UEH strategy for the period 2025-2030: maintaining the position of Top 250 Asian universities by 2030 and Top 100 in Asia by 2040.

On September 12, 2025, the Ministry of Education and Training issued Official Dispatch 5505/BGDĐT-TCCB regarding the temporary suspension of new appointments to university leadership positions to implement Resolution 71-NQ/TW of the Politburo on breakthrough development in education and training.

On September 22, 2025, the Standing Committee of the Party Committee of the Ministry of Education and Training approved the policy for University of Economics Ho Chi Minh City to proceed with the reappointment process for two Vice Presidents. Based on this, the University Council of UEH implemented the procedural steps and issued a Resolution reappointing two Vice Presidents: Assoc. Prof. Dr. Bui Quang Hung and Dr. Dinh Cong Khai; while simultaneously delegating operational authority to Assoc. Prof. Dr. Bui Quang Hung.

Thus, the current leadership structure of UEH comprises: Chairman of the University Council Prof. Dr. Nguyen Khac Quoc Bao, Vice President in Charge Assoc. Prof. Dr. Bui Quang Hung, and Vice President Dr. Dinh Cong Khai.

This represents a generational leadership transition in UEH's development roadmap, ensuring continuity and proactive implementation of key Projects within the UEH Strategy 2025-2030, toward the goal of maintaining the position of Top 250 Asian universities by 2030 and entering the Top 100 in Asia by 2040:

2. Project "Building an International Academic Ecosystem at UEH";

9. Project "UEH Digital Transformation 360".

Speaking at the UEH Key Personnel Conference, Assoc. Prof. Dr. Bui Quang Hung shared: "On behalf of the successor leadership generation and the UEH key personnel collective, I would like to express the deepest gratitude to Prof. Dr. Nguyen Dong Phong, Prof. Dr. Su Dinh Thanh, Assoc. Prof. Dr. Phan Thi Bich Nguyet, and Prof. Dr. Nguyen Trong Hoai for their dedication, contributions, personal sacrifices, and pioneering innovations that have created UEH's position today. The trust and guidance of our senior leaders serve as motivation for the young leadership generation to continue and create new achievements for UEH".

The internal strength built over more than 50 years of formation and development, the leadership structure that has been and is being consolidated, together with the spirit of unity under "ONE UEH" among UEH staff and employees - these are the three important foundations opening up strong and sustainable advances for UEH in the new period.

Leadership Generation Grown from UEH

Assoc. Prof. Dr. Bui Quang Hung (born 1978) currently serves as Vice President of UEH and Director of Vinh Long Campus - UEH Mekong.

He graduated with an undergraduate degree in Accounting and Auditing from UEH in 2000, then received a Master's degree from the Asian Institute of Technology (AIT, Thailand) and a Master's in Finance from the European School of Management ESCP-EAP (France) in 2004. In 2019, he defended his doctoral dissertation in Accounting at UEH and was appointed to the title of Associate Professor in 2023.

During nearly 25 years of service at UEH, Assoc. Prof. Dr. Bui Quang Hung has held many positions at the University: Lecturer, Secretary of the University Youth Union, Head of Department of Finance and Accounting, Chief Accountant, Head of Department of Human Resources, Deputy Director of the Institute of Innovation, Deputy Director/Director of Vinh Long Campus - UEH Mekong. In 2020, he was appointed Vice Rector of University of Economics Ho Chi Minh City, later transitioning to Vice President of University of Economics Ho Chi Minh City (2023). He has directly overseen many areas of university administration including: Finance, Facilities, Training, Student Affairs, Communications and Partnerships, and Comprehensive University Digital Transformation.

Assoc. Prof. Dr. Bui Quang Hung has participated in many important Projects during UEH's development period 2011-2025: University Autonomy, Digital Transformation, Internationalization, Restructuring into a Multidisciplinary and Sustainable University, promoting quadruple helix cooperation among university-community-business-locality in the Mekong Delta region (UEH Mekong) and Khanh Hoa (UEH Nexus Campus Nha Trang).

Dr. Dinh Cong Khai (born 1967) graduated with a Bachelor's degree in Industrial Economics from University of Economics Ho Chi Minh City in 1990. He received a Master's degree in Industrial Economics from the Asian-Pacific University, Philippines in 1997 and completed his doctoral program in Economics at the University of Colorado, USA in 2009.

Throughout more than 31 years of service at UEH (1991-present), Dr. Dinh Cong Khai has held many key positions in the University's Management and Training structure: Lecturer at the School of Industrial Economics, later the School of Business Administration (1991-2009); Lecturer at the School of Government (2009-2012). Since 2012, he has held the positions of Dean of the Institute of Public Policy, Director of the Fulbright Economics Teaching Program, and Dean of the School of Government. From 2021-2022, he served as Vice Rector of the School of Economics, Law and Government under UEH.

From November 2022 to present, Dr. Dinh Cong Khai has held the position of Vice Rector of University of Economics Ho Chi Minh City for the term 2020-2025, responsible for science and technology, international cooperation, and local connectivity; transitioning to Vice President of University of Economics Ho Chi Minh City for the term 2020-2025 from November 2023.
