University of Economics Ho Chi Minh City (UEH) Organizes a Legal Symposium on "Governance and Development of Teaching Staff and Public Employees in the New Legal Context"

To promptly update new legal requirements and address practical challenges in the governance, utilization, and development of human resources in higher education institutions, on June 12, 2026, the Quality Assurance and Internal Control Board, in coordination with the UEH Trade Union, organized a legal symposium under the theme: "Governance and Development of Teaching Staff and Public Employees in the New Legal Context." The event was held in a hybrid format, both in-person at Hall A.103 and online, attracting the attention of a large number of the university's public employees and staff.

The program is a key activity implemented under the 2026 Legal Affairs Implementation Plan at UEH and the 2026 Activity Program of the UEH Trade Union. It serves as an important forum for UEH's collective body of public employees and staff to comprehensively access the new points of three laws that currently have a major impact on higher education: the 2025 Law on Teachers, the 2025 Law on Public Employees, and the 2025 Law on Higher Education.

Attending the program, on the side of the Ministry of Education and Training, was Dr. Vu Minh Duc - Director of the Department of Teachers and Educational Administrators, who also served as the symposium's rapporteur.

On the side of UEH, attendees included Assoc. Prof. Dr. Bui Quang Hung - UEH President; Dr. Nguyen Thien Duy - Chairman of the UEH Trade Union, Chief of the Party - Mass Organizations Office; Assoc. Prof. Dr. Tran Tien Khai - Deputy Head in charge of the Quality Assurance and Internal Control Board; MSc. Truong Thi Thu Huong and MSc. Nguyen Thi Thuong Nho - Deputy Heads of the Quality Assurance and Internal Control Board; Dr. Phan Thi Bao Quyen - Vice Chairwoman of the UEH Trade Union; representatives of the leadership of UEH's affiliated and subordinate units, along with over 500 public employees and staff attending in-person and online.

In his opening speech, Assoc. Prof. Dr. Bui Quang Hung emphasized the core significance of the symposium: "For UEH, the team of teaching staff, public employees, and employees is not only a strategic resource but also an invaluable asset, a core factor that has created the university's proud achievements throughout its journey of over 50 years. Currently, UEH is implementing the strategy and the Prime Minister's Project aimed at making the university one of the most influential universities in Asia. To successfully realize this momentous mission, the role of our teachers is extremely important. Studying these laws thoroughly not only helps us understand the legal framework to protect legitimate rights and clearly define personal responsibilities but, more profoundly, serves as the basis for improving the quality and efficiency of the team's activities and promoting the sustainable development of the university."

In his presentation, Dr. Vu Minh Duc provided in-depth insights and detailed analyses of the core new points of the three laws directly impacting higher education institutions.

Regarding the Law on Teachers, Dr. Vu Minh Duc emphasized that this is the first time a dedicated law has been enacted to establish breakthrough mechanisms and policies for this workforce. By defining teachers in public educational institutions as "special public employees" and teachers in non-public educational institutions as "special employees," it creates the foundation for issuing separate regulations on professional activities, title standards, recruitment, training, as well as salary policies, compensation, and recognition. The law affirms that teachers are the core force, holding an important position and playing a decisive role in the quality of education, making a key contribution to the development of high-quality human resources for the country.

Regarding the 2025 Law on Public Employees, Dr. Vu Minh Duc clarified the fundamental changes in management according to job positions and the expansion of the legal basis for income, creating a premise for performance-based pay linked to the unit's financial autonomy. Besides expanding the rights to engage in professional activities and business participation, the law adds criteria for evaluating the capacity for innovation, creativity, and daring to think and act, while tightening discipline by adjusting the statute of limitations for handling violations, adding provisions for handling even retired public employees, and strictly prohibiting the dissemination of false information affecting the reputation of the country or agencies.

Regarding the 2025 Law on Higher Education, Dr. Vu Minh Duc pointed out the core viewpoint of considering the lecturer team as the center of quality, research, and innovation. To optimize resources, the law divides the teaching force into four distinct groups: full-time lecturers, co-full-time lecturers, full-time post-retirement contract lecturers, and visiting lecturers. Among these, the co-full-time lecturer is a completely new model introduced by the law to maximize the intellectual resources of the public sector, enhance research capacity, and promote the sustainable development of the higher education system.

The discussion session following the report was highly engaging, with attendees posing numerous questions closely tied to practical matters, focusing on the new regulations concerning the rights, obligations, and professional activities of teaching staff and public employees. These concerns and queries were thoroughly addressed by Dr. Vu Minh Duc based on the spirit and core principles of the current legal documents.

The solid acquisition of this new legal knowledge not only helps UEH's public employees and staff protect their legitimate rights but also contributes to standardizing conduct, enhancing professional ethics and academic integrity, creating momentum for the university's sustainable development in the new phase.
