The Ministry of Science and Technology cooperated with UEH on organizing a conference: Summarizing 10 years of developing the science and technology market in the period 2011 - 2020

On the morning of April 15, 2021, the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC), the Ministry of Science and Technology cooperated with the University of Economics Ho Chi Minh City (UEH) on organizing a conference "Summarizing 10 years of developing the science and technology market in the period 2011 - 2020".

To summarize and evaluate the results of the development of science and technology market in the 2011-2020 period and discuss orientations and solutions to develop the science and technology market in the period of 2021-2030, the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC), the Ministry of Science and Technology cooperated with the University of Economics Ho Chi Minh City (UEH) on organizing a conference "Summarizing 10 years of developing the science and technology market in the period 2011 - 2020" at Hall B1.302 (Campus B - UEH).

The program was honored to welcome, from the side of the Ministry of Science and Technology, the presence of Mr. Tran Van Tung - Deputy Minister; Mr. Pham Duc Nghiem - Deputy Director of the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC); Leadership representatives of units under the Ministry of Science and Technology: Department of Planning and Finance, Department of Legal Affairs, Department of Technology Assessment, Evaluation and Inspection, Department of Personnel Organization, National Department of Science and Technology Information, Department of Technology Application and Development, National Fund for Science and Technology Development.

On the side of a number of other ministries, representatives of the Ministry of Education and Training are Mr. Tran Nam Tu - Deputy Director of Department of Science, Technology and Environment; Representatives of the Ministry of Agriculture and Rural Development were Mr. Nguyen Quoc Toan - Director of Department of Agro-Processing and Market Development; Representatives of the Ministry of Industry and Trade were Ms. Nguyen Thi Thanh An - Deputy Director of Trade Promotion Department.

On the UEH side, there is Prof.Dr. Su Dinh Thanh - President and the leaders of the university units. The program also has the participation of leaders of nearly 40 local Departments of Science and Technology; representatives of research institutes, universities, associations, and S&T market intermediaries; domestic and foreign businesses; speakers who attended the conference, press, and television units.

Speaking at the conference, Mr. Tran Van Tung - Deputy Minister, Ministry of Science and Technology, shared: The science and technology market has experienced more than 10 years of development with many challenges, opportunities, achievements, especially in completing policy institutions and implementing support to improve the quality of supply and demand and building science and technology market intermediaries. Over the years, the science and technology market has achieved very encouraging results. The increase in the average technology transaction value in the period 2011 - 2020 is 22%. In which, there were some fields with high growth such as electricity, electronics, computer 46%; wood and paper processing industry 29%, food processing industry 28%.

According to the Global Innovation Index 2020 report, Vietnam continues to rank 42nd out of 131 countries and economies. With this ranking, Vietnam holds the number one position in the group of 29 countries with the same income level and ranks 3rd in Southeast Asia. In the ranking of startup ecosystems of countries in 2020, Vietnam increased 13 places, to 59th in the world, towards the position of the leading startup center in Southeast Asia. Along with the development of S&T and innovation, the S&T market also has impressive developmTherethere must be the effortpolicymakersakers and policy enforcers who are scientists, inventors, domestic enterprises of applied research, technological innovation and creative innovative business startups.

Typically in the development of intermediaries to commercialize research results and intellectual property, a number of typical intermediary organizational models have been formed and developed at key universities and research institutes such as Hanoi National University, Vietnam National University, University of Economics Ho Chi Minh City, Hanoi University of Technology, Ho Chi Minh City University of Technology, Agriculture Academy industry, Vietnam Academy of Science and Technology.

It is the active participation of the above subjects that has contributed to laying the foundation to build an important foundation for innovation activities, improving quality-competitiveness of businesses and the growth of domestic economy.

Expressing his honor to coordinate with the National Agency for Technology Entrepreneurship and Commercialization Development (NATEC), Ministry of Science and Technology to organize the conference, Prof.Dr. Su Dinh Thanh - UEH President said that: After nearly 45 years of establishment and development, University of Economics Ho Chi Minh City is constantly developing in quality, quantity, international integration and brand affirmation, effectively contributing to the construction and socio-economic development of the country. In particular, in terms of scientific research activities, in 2020, the University published 380 articles in prestigious international journals (ISI, Scopus), 271 articles in domestic journals, implementing 01 National level, 17 Ministerial levels and equivalent, 36 University levels. In addition, the University is promoting the startup and innovation consultancy activities with the formation of the Institute of Innovation under the model transferred from the Singapore Management University (SMU) with more than 20 startup groups working at the Institute of Innovation. The Professor President highly appreciated the practical significance of the Conference, helping summarize the results achieved in the past period and promptly propose new solutions, mechanisms and policies to promote the assigning science and technology, exploiting and quickly bringing research results and new technologies into practice to help socio-economic development.

At the conference, delegates focused on discussing some important contents to orient the development of the science and technology market in the period of 2021-2030, thereby helping managers to have the right solutions in develop science and technology market in association with innovation. Open, insightful sharing contributions at the conference helped managers have a multi-dimensional, deep and comprehensive perspective in the formulation and implementation of policies for science - technology market development in the next period - The stage of scientific and technological development associated with innovation, developing the science and technology market in association with the context of the 4th industrial revolution and national digital transformation.

There were 02 Talk shows that took place at the conference. Talk show 1 was about identifying barriers to the development of the science - technology market in the period 2010 - 2020 from the perspective of the locality and the region of the Institute and the University. The talk show aimed to identify difficulties in mechanisms and policies to develop the S&T market from the perspectives of the localities and the region of the Institute, the University; identifying barriers to linking Institutes, University, and Businesses in the commercialization of research results; barriers to access to national S&T programs; the problems that need to be solved.

Talk show 2 was about the Orientations for the development of Science and Technology Market for the period of 2021-2030 in order to promote the development of the science and technology market in the 2021-2030 period in a new context.

According to the Ministry of Science and Technology, the tasks and solutions to develop the science and technology market in the period 2021-2030 will focus on: completing the legal environment, promoting research on scientific basis and practicality for the development of the science and technology market; develop science and technology market intermediaries; promote the development of the demand source of the science and technology market; improve the capacity of businesses to absorb, master and innovate technology. In particular, the supply of the science - technology market will be focused, the science and technology market promotion will be strengthened and linked, synchronizing with the commodity, labor markets and financial markets. The Ministry of Science and Technology will also focus on the training and fostering of human resources, developing the national infrastructure of the science and technology market.

The conference took place successfully, bringing valuable information and proposals, on the basis of which providing strategic directions in developing the science and technology market in the period of 2021-2030.
