The term 2020-2025 marks a strong transformation of University of Economics Ho Chi Minh City (UEH) from a multi-disciplinary university model to a multi-disciplinary and sustainable university model. Implementing the Party's guidelines and the Government’s legal policies on university autonomy and internationalization of education, with the vision of becoming a leading university in Asia, UEH has affirmed its pioneering position in the innovation of higher education, sustainable development, serving the community, providing high-quality human resources in various areas of the economy. This result demonstrates the comprehensive leadership in the spirit of innovation and sustainable development thinking of the UEH leadership, in which the Party Committee is the core political "nucleus" that brings the University firmly on the path of development. On the threshold of the New Year, let's review some outstanding achievements in the past term of the UEH Party Committee.

Comprehensive leadership of professional tasks

UEH continues to affirm their prominent position in the Vietnamese higher education system, becoming a bright spot thanks to its remarkable achievements in training, research and innovation. With quality academic activities and strong international connections, UEH not only contributes to enhancing the reputation of Vietnamese education but also makes a positive mark on the global academic map.

Regarding university governance, UEH has successfully implemented a strategy to restructure the organizational structure to match the modern university model according to international standards. On the foundation of establishing member colleges, including UEH College of Business, UEH College of Economics, Law and Government, and UEH College of Technology and Design, the University’s management model has also undergone strong changes, improving university governance capacity to create an important premise in developing training programs in both quality and quantity.

UEH's new progress is also clearly demonstrated through the expansion of scope and responsibility in developing human resources for localities and regions. In addition to the Vinh Long Campus which has been established and put into stable operation, UEH was approved by the government to establish another branch in Khanh Hoa Province. This marks an important step in UEH’s development strategy, affirming their commitment to accompany socio-economic development in the South Central, Southwest and Southeast regions, and demonstrating their role and strength in training high-quality human resources and in scientific research and knowledge transfer to serve the community.

In addition, in operational management, implementing the policy of streamlining the organizational structure, UEH has been determined to restructure from department-level management units, and implement mergers and conversions to department-level management units. Practical results indicate that the department-level management model has increased autonomy and self-responsibility for units within the scope of management, creating initiatives, clear improvements and high applicability. Regarding sustainable development, UEH is a pioneer in building a “green university” and “smart university” model according to international standards. The system of facilities and equipment is invested synchronously, using modern digital technologies to create a dynamic, creative and inspiring learning and working environment.

The transition from KPI-based evaluation to OKRs at UEH marks a crucial step in the management and development of human resources. OKRs encourage the entire university to define clear, breakthrough goals while focusing on key results to measure progress. This transition helps UEH completely change its working culture, become more proactive, creative and flexible, enhancing the connection between individuals and the common goals of the university, improving work efficiency and innovation in the higher education environment.

Regarding training, UEH has made a strong mark in training through its strategy of innovating and developing multidisciplinary and interdisciplinary training programs, meeting the practical needs of the society and the labor market. Following the model of advanced universities in the world, UEH has built a team of training program directors in schools and institutes who are academic staff responsible for existing training programs according to international practices. Since then, UEH University has proactively updated and developed training programs with modern content, closely following international standards and the national and international socio-economic development trends, concurrently, promoting cooperation with businesses in developing training programs associated with labor needs.

With the goal of international integration, UEH has deployed hundreds of courses taught fully or partially in English, creating favorable conditions for UEH learners to improve their foreign language skills and confidently work in a global environment. The development of dual-major and integrated training programs is the optimal solution to provide multi-talented human resources for society, maximum learning time, and promoted learners' self-worth. In particular, UEH pioneered participating in the Ministry of Education and Training's Digital Learning Materials Project, thus promoting proactive learning, self-study, and lifelong learning of learners.

To meet the increasing demands in training, UEH focuses on investing heavily in improving the quality of its teaching staff through policies to support learning, improve qualifications, and cooperation programs with international lecturers from prestigious universities, providing learners with the opportunity to access the most modern knowledge and teaching methods.

Regarding scientific research and international cooperation, UEH continues to affirm their leading role in higher education and scientific research. UEH has established cooperative relationships with more than hundreds of international partners from many countries and territories, creating favorable conditions for academic exchange, research and knowledge transfer.

UEH has obtained remarkable achievements in scientific research, demonstrated by the steady increase in the quantity and quality of research projects. Many ministerial-level and equivalent research topics have been accepted, in which the most prominent is highly practical, contributing to solving socio-economic problems. In particular, UEH's published works affirm their position in the academic community. In the period from June 2020 to December 2024, there were 2,896 articles published internationally in prestigious ISI/Scopus/ABDC journals.

In parallel with research activities, UEH's academic environment continues to attract excellent researchers, scholars and learners from all over the world, contributing to making UEH a leading academic destination in the region. UEH actively organizes scientific conferences and knowledge and academic exchange activities at international, regional and national scales. This is an important opportunity to connect and to create a space for knowledge exchange between researchers, opening up prospects for cooperation and spreading research values. These achievements clearly reflect UEH's strong research capacity, global vision and commitment to promoting science and innovation.

Regarding university rankings, UEH has affirmed their position on the international university education map through impressive achievements in prestigious global rankings. UEH is a leader in economics, management, business and law, and is among the Top 7 Best Universities in Vietnam according to Webometrics 2023. In 2024, for the first time, UEH participated and achieved a ranking of Top 501-600 of the world's Best Universities on THE World University Ranking, and ranked the first in Vietnam. In Asia, UEH ranked 369th on the QS Asia Ranking. Notably, UEH made a prominent mark in the field of sustainable development. This year, UEH rose 200 places to the Top 650 in the world and Top 162 in Asia for Sustainable Universities according to the QS World Ranking Sustainability 2025 while maintaining their 401+ ranking in the THE Impact Ranking. In terms of rankings by training field, this year, UEH's Finance program is ranked 38th in the world, according to the ARWU 2025 ranking. In the QS WUR ranking by Subject, the ranking for Economics & Econometrics also increased continuously, ranked 301-350 in the world. These results are a testament to UEH's commitment to the Multidisciplinary and Sustainable University strategy, applying knowledge to solve social challenges and creating positive impacts through academic activities.

Regarding quality assessment and curriculum development, UEH has obtained outstanding achievements in educational quality assessment, affirming their position as one of the few higher education institutions in Vietnam that meets international standards and is valid for international assessment until 2027. UEH is one of the pioneers recognized for their quality by FIBAA - a prestigious European quality assurance organization – thanks to its outstanding quality in management, teaching and research. In addition to completing two national accreditation cycles at the institutional level assessed by the Ministry of Education and Training, with results exceeding the standards and a high passing rate, UEH has achieved FIBAA quality standards for higher education institutions in 2022. To date, UEH has 19 undergraduate and Master's programs recognized by FIBAA (including 4 programs that have been re-accredited) and 7 programs that meet ASEAN standards (AUN-QA). These achievements demonstrate UEH's strong commitment to ensuring comprehensive quality, continuous improvement and international integration.

Leading Party tasks

In recent years, Party tasks at UEH has reached important achievements, affirming the leadership and direction of the Party, and maintaining solidarity, unity and trust throughout the university. The UEH Party Committee has always seriously implemented the contents of the Resolution of the 13th National Party Congress, the Resolution of the 11th Ho Chi Minh City Party Congress and the Resolution of the 6th Ho Chi Minh City University and College Party Congress. Since then, the leadership and direction of the Party has been strengthened, contributing to promoting educational and training innovation and meeting the requirements of knowledge-based economic development and international integration.

Political and ideological education always plays an important role in Party building. The Party Committee focuses on promptly implementing the Party's guidelines and resolutions and the Government’s policies and laws to all Party members, civil servants, employees and students. In the context of complex information on social networks and the Internet, UEH actively fights and refutes false arguments and toxic information in the spirit of Resolution 35-NQ/TW and Project 05-DA/TU on protecting the Party's ideological foundation. These efforts have contributed to raising political awareness, strengthening the trust and sense of responsibility of all UEHers and building a healthy and sustainable university cultural environment in the face of new challenges.

Implementing the theme of the entire term, the UEH Party Committee has promoted movements to follow the ideology, morality and style of Ho Chi Minh, directly linking the annual theme of the locality and education with the professional tasks of each individual in the overall activities of the university. By praising outstanding collectives and individuals, UEH has contributed to spreading positive values and creating motivation to strive throughout the university.

Party tasks have been implemented synchronously and seriously, encouraging innovation in improving the quality of Party core activities and contributing to improving the leadership capacity and strength of Party organizations and members. Through annual review, self-criticism, objective assessment of the quality of Party organizations and members, and consideration of the actual professional leadership results, the entire UEH Party Committee clearly identifies advantages and limitations, proposing timely solutions to overcome them and enhancing the exemplary role and leading responsibility of each Party member.

The task of fostering and developing human resources for leadership with qualities, capacity and prestige has been carried out systematically and scientifically through reviewing and perfecting the UEH Party Committee Executive Board, ensuring inheritance and reform of the apparatus, and meeting the leadership requirements in the new period. In addition, the UEH Party Committee always focuses on personnel planning, completes the review and supplements the planning for the current term as well as the 2025-2030 term, ensuring continuity and meeting the development requirements for the next stage.

The task of developing party members has many positive changes. The UEH Party Committee focuses on training, discovering and recruiting outstanding young officials and students with a sense of responsibility and enthusiasm. The Party Committee regularly coordinates with higher-level Party organizations to organize classes fostering awareness of the Party, creating conditions for the younger generation to practice political qualities and life ideals. In addition, the UEH Party Committee always honors and expresses gratitude for the persistent contributions of generations of senior party members through the performance of awarding Party medals. The achievements and valuable contributions of previous generations are a great source of motivation creating confidence and will for the younger generation to follow and to continue to promote and to contribute to building an increasingly strong Party organization.

The UEH Party Committee has always paid close attention to inspection and supervision, focusing on key areas and issues. Therefore, the UEH Party Committee promptly detects and prevents violations, repels the degradation of political ideology, ethics and lifestyle. The inspection and supervision programs are carried out in accordance with the Party's regulations, maintaining discipline and order and enhancing the sense of responsibility of leaders, managers, Party members and organizations at all levels.

The UEH Party Committee has paid attention to propagation and democracy and enhanced innovation in implementation methods to consolidate the great solidarity throughout the university. The UEH Party Committee fully and promptly disseminates the rights and responsibilities in implementing democracy, the exemplary and pioneering role of leaders, managers and party members, increases savings, combats waste, and achieves high consensus in the collective UEHer. With the learner-centered motto, UEH promotes administrative reform through the application of the CRM system, the one-stop model and the digital transformation of administrative procedures. UEH always upholds the spirit of democratic dialogue, ensures publicity, transparency, accountability, and ensures the legitimate rights and interests of officials, employees and learners; thus, creating high consensus in all aspects from performing professional work, teaching, and scientific research to the strategies and general development orientations of the university.

Union activities including the Union, Veterans Association, Youth Union, and Student Association, under the leadership and direction of the UEH Party Committee, have carried out many practical and meaningful activities. In addition to taking care of the material and spiritual life and protecting the legitimate rights and interests of union members, civil servants, and employees, UEH Union has truly accompanied the common goals of UEH University through organizing activities associated with the goal of sustainable development. The Youth Union and Student Association promote volunteer movements, social activities, and programs aimed at students, contributing to building a dynamic, creative, and socially responsible young generation of UEH. In recognition of their contributions over years of implementation, all union activities at UEH have been assessed by superiors as having excellently completed their tasks, and have been commended with proud achievements as follows: Emulation Flag of the Ho Chi Minh City Labor Federation, Certificate of Merit from the Central Committee of the Ho Chi Minh Communist Youth Union, Certificate of Merit from the Central Committee of the Vietnam Student Association, Certificate of Merit from the Ho Chi Minh City People's Committee, Certificate of Merit from the Vietnam Education Union, Certificate of Merit from the Ho Chi Minh City Veterans Association. Under the close and decisive leadership of the UEH Party Committee, in general, the development orientations and strategies set out in the Resolution of the Party Congress for the 2020-2025 term have been concretized and effectively implemented, bringing about many important achievements. The UEH Party Committee has directed synchronously in all key areas. During the implementation process, it has always closely followed the practical situation, and promptly adjusted each plan and program to flexibly and effectively deploy tasks. This orientation has helped UEH enhance their position to become a pioneering higher education institution, actively contributing to the process of training high-quality human resources and meeting the requirements of society in the knowledge economy and global integration. This is an important premise for the entire UEH Party Committee to effectively carry out the task of summarizing the term and effectively and synchronously implementing the organization of the 15th UEH Party Congress, term 2025-2030, in accordance with the Directive 35-CT/TW on Party Congresses at all levels towards the 14th National Congress of the Party.
