On May 15, 2025, in Hanoi, the University of Economics Ho Chi Minh City (UEH) and the National Economics University (NEU) successfully co-organized two national scientific conferences addressing strategically significant topics for Vietnam’s socio-economic development: (1) Theoretical Foundations and International Experiences in Enhancing Innovation Capacity of Enterprises, and (2) Theoretical Foundations and International Experiences in Mobilizing and Utilizing Resources for the Development of Climate-Resilient Transport Infrastructure.

With a synchronous scale, advanced architecture and operation according to international standards, the project has been honored by the People's Committee of Ho Chi Minh City as a typical construction project of Ho Chi Minh City on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), according to Decision No. 1590/QD-UBND dated April 24, 2025.

On the morning of April 18, 2025, the College of Economics, Law and Government, University of Economics Ho Chi Minh City (UEH-CELG) in collaboration with the Institute for Policy Studies and Media Development (IPS) organized the national conference with the theme: "Economics, Law and Digital Technology Policy - A Driving Force for National Development in the Age of Rising" with the participation of more than 300 guests, speakers, and participants. Notably, the conference attracted more than 220 presentations from universities, research institutes, and professional organizations across the country, of which more than 60 were selected for presentation at the conference.

However, the level of acceptance and the use of this form of payment varies widely between localities, requiring a clear understanding of the influencing factors. In this research paper, the author group from UEH Mekong, University of Economics Ho Chi Minh City (UEH), analyzed the current situation and identified factors affecting the intention to pay online for power and water by consumers in Vinh Long province.
