UEH Announces Enrollment for Cohort 3 of the Training Program "Operational Framework and Participation Strategy for the Vietnam International Financial Center"

Following the success of the previous two cohorts, the University of Economics Ho Chi Minh City (UEH) officially announces the enrollment for Cohort 3 of the program "Operational Framework and Participation Strategy for the Vietnam International Financial Center," with the opening ceremony scheduled for July 18, 2026.

In the context of a volatile global economy, the establishment of an International Financial Center (IFC) in Vietnam is not only an economic objective but also a strategic step to attract capital, talent, and reaffirm legal credibility on the international stage. To realize this goal, in addition to the executive leadership team, personnel from member units also need to be equipped with a solid foundation of in-depth knowledge about IFCs in general and the Vietnam International Financial Center (VIFC) in particular.

As a Strategic Member of VIFC-HCMC, UEH plays a core academic role in policy advisory, human resource training, and direct participation in the Center's executive apparatus. On this basis, UEH and the VIFC-HCMC Executive Agency have jointly organized the Training Program on the Operational Framework and Participation Strategy for the Vietnam International Financial Center (VIFC Training Program), designed for personnel of member units and VIFC membership applicants.

Program objectives and content

The course provides foundational knowledge on the concept of international financial centers and the role of these centers in the global economy and Vietnam, enabling participants to master the organizational model, operational mechanisms, management, compliance, and supervision of a financial center. This is achieved through core IFC knowledge and competencies, spanning operational mechanisms, supervision and compliance, capital markets, Fintech, tokenization, risk management, and regulations related to VIFC.

Notably, the program comprehensively updates Resolution No. 222/2025/QH15 and the guiding decrees on the establishment and operation of the International Financial Center in Vietnam under the "one center, two destinations" model in Ho Chi Minh City and Da Nang, along with a streamlined apparatus and exceptional incentive mechanisms.

- IFC in the Global Financial Context: Organizational Models and Operational Mechanisms

- Institutions, Legal Framework, and Development Orientations for IFC Vietnam

- Financial Markets: Structure and Operations

- Financial Institutions and Their Intermediary Roles

- Exchange Models and the Fintech Ecosystem

- Crypto Products in VIFC

- Financial Innovation in IFC: Sandbox, Digital Assets, and Tokenization

- Risk Management and Financial Security in IFC

- Participation Strategy and Member Positioning in the International Financial Center (IF and Non-IF)

The training methodology combines lectures and practical case study analysis. Final assessment is based on participation in discussions and group project results.

Learning outcomes

Upon completion of the course, participants are expected to achieve:

- Comprehensive Understanding of IFC: Master the concept and structure of international financial centers, differentiate between models worldwide, and evaluate the competitive factors of each model. Update on development trends and rankings of leading financial centers.

- Comprehensive Understanding of VIFC Legal Framework and Related Regulations: Understand participation mechanisms in VIFC, including Resolution No. 222/2025/QH15 on the International Financial Center in Vietnam and 09 related decrees, with a focus on Decrees 323, 324, and 329.

- Foundation Knowledge: Gain foundational understanding of international capital markets, new financial products, emerging markets such as tokenized assets, international capital markets, green financial commodity markets, etc.

- Leadership and Strategic Planning Skills: Develop capacity to formulate development strategies for IFC members, including designing governance structures, incentive mechanisms, infrastructure planning, and investor attraction.

- Compliance and Ethics Capacity: Understand international standards on anti-money laundering, risk management, and regulatory compliance.

- Application of the University-City Innovation Hub Model: Aligned with the "University-City Innovation Hub" model, UEH is progressively expanding its role from a higher education institution training high-quality human resources to a strategic partner, working alongside localities to address urban and economic development challenges and promote innovation.
