National Conference on "Contribution to Vietnam's Socio-Economic Development Strategy for the Period 2025 - 2030"

On the morning of December 6, 2024, at Hall A103, University of Economics Ho Chi Minh City (UEH), a National Conference was held with the theme "Contributions to Vietnam's socio-economic development strategy for the period 2025-2030". In the context of preparing for the 14th National Congress of the Party, this event was an opportunity for researchers, lecturers, managers and delegates from the Party and state agencies, and policy-making units to discuss and to contribute ideas to orient Vietnam's socio-economic development strategy. The conference took place in a special context when the country entered a new period that General Secretary To Lam emphasized as "The new era of development - The era of the Vietnamese people's rise". This is an affirmation of the aspirations and the beliefs of the entire nation in the journey to conquer great goals in economics, society and sustainable development.

The conference was attended by delegates from Party and state agencies, policy research and planning units, standing members of the document-drafting team of Provinces and Cities in the Mekong Delta and Southeast Regions, along with leaders, lecturers of UEH and domestic and foreign experts.

Overview of the conference

Speaking at the opening ceremony of the conference, Prof. Dr. Nguyen Dong Phong - Chairman of the UEH Council - shared: “University of Economics Ho Chi Minh City, with the orientation of becoming a multidisciplinary university and a sustainable development strategy, always aims to contribute to the sustainable development of the country. We believe that the research, solutions and contributions from this conference will not only support policy formulation but also contribute to promoting innovation and sustainability in all socio-economic fields of Vietnam. Therefore, I hope that this conference will be a forum for delegates to exchange, to discuss and to contribute ideas in a positive way. The insights and the contributions of delegates and lecturers will enrich the discussion and be valuable suggestions for Vietnam's socio-economic development strategy for the 2025 – 2030 period. ”

The conference received more than 80 papers covering diverse fields from macroeconomics, development institutions, to innovation, digital transformation, green economy, etc. After a serious review process, nearly 50 high-quality papers were selected to be published in the Conference Proceedings, ensuring profound and practical content and reflecting multi-dimensional perspectives. The Organizing Committee also selected 5 outstanding papers to present and discuss at the conference. 

The articles focus on three main pillars as follows:

Regarding the theories, guidelines, policies and institutions for socio-economic development: The articles focus on perfecting the socialist-oriented market economic institution, emphasizing the Party's leadership role in innovating theoretical thinking, making breakthroughs in institutional reform and legal transparency. Concurrently, these contents also emphasize improving the quality of public management, reforming the public sector to increase operational efficiency and optimize the allocation of social resources. The goal is to help Vietnam escape the middle-income trap and to reach the threshold of a high-income country by 2045.

Regarding the economic growth model based on science and technology, innovation and sustainable development: The articles proposed that Vietnam needs to transform its growth model based on science and technology, taking innovation as the main driving force to increase efficiency. Concurrently, economic restructuring associated with the circular economy, digital economy and green economy are identified as important pillars to ensure long-term economic growth and sustainable development.

Regarding human resource development, promoting regional linkages and international cooperation: The articles proposed solutions to build regional linkage mechanisms, to maximize the potential and advantages of the regions, and to create a driving force for sustainable development. In addition, training high-quality human resources suitable for the requirements of the labor market is considered the key towards improving the competitiveness of regions and countries. Concurrently, expanding international cooperation not only helps access advanced technology and global knowledge but also creates a solid foundation for deep international integration in the new era.

After the conference, UEH will prepare a summary of the main content synthesizing the research papers and discussion opinions. The document will be sent to senior management agencies of the Party and Government, aiming to contribute scientific and practical perspectives to the development of strategies and policies for the country. Through the conference, UEH continues to affirm its pioneering role in consulting, policy criticism, and actively contributing to the sustainable development of the country. Concurrently, UEH continues to commit to always being a trusted address, accompanying the academic community, managers, policy consultants and intellectuals on the journey to bring Vietnam towards stronger and more sustainable development in the new era.
