UEH Signing a Comprehensive Strategic Memorandum of Understanding with the People’s Committee of Ba Ria - Vung Tau Province until 2025 and for the period of 2025-2030

On the afternoon of September 5, 2024, at Ba Ria - Vung Tau Provincial Party Committee Office, University of Economics Ho Chi Minh City (UEH) signed a Strategic Memorandum of Understanding (MoU) with the People’s Committee of Ba Ria - Vung Tau Province until 2025 and for the period of 2025 - 2030.

In accordance with the assessment of the implementation results of the MoU No. 01/TTh-UBNDBRVT-DHKTHCM dated September 15, 2022 between University of Economics Ho Chi Minh City (UEH) and the People’s Committee of Ba Ria - Vung Tau Province, and the aim of maximizing the potentials, comparative advantages and existing resources of Ba Ria - Vung Tau province and UEH in the fields of socio-economic development research; training and fostering; improving the quality of human resources; coordinating the development and consulting on the implementation of socio-economic development projects and strategies; scientific research, technology transfer and more, on the afternoon of September 5, 2024, University of Economics Ho Chi Minh City (UEH) and Ba Ria - Vung Tau People's Committee signed a new MoU until 2025 and for the period of 2025 - 2030. The event was a testament to the success of the cooperation process between the two parties in the period of 2022 - 2024, affirming the important contributions of UEH to the common achievements in the development of Ba Ria - Vung Tau Province.

Attending the signing ceremony, on behalf of the People’s Committee of Ba Ria - Vung Tau province, there were Mr. Pham Viet Thanh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Van Tho - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Mai Ngoc Thuan - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Council; Mr. Luu Tai Doan - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee Organization Committee; Mr. Dang Minh Thong, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the People's Committee of Ba Ria - Vung Tau Province; Mr. Tran Van Tuan, Member of the Provincial Party Committee Standing Committee, Secretary of Ba Ria City; Mr. Tran Dinh Khoa, Member of the Provincial Party Committee Standing Committee, Secretary of Vung Tau City; and leaders of the Departments/Divisions/Services in the province.

On behalf of UEH, the signing ceremony was attended by Prof. Dr. Nguyen Dong Phong - Chairman of the University Council; Prof. Dr. Su Dinh Thanh - University President; Dr. Dinh Cong Khai - University Vice President; along with the Board of Management of member colleges and leaders of Departments/Offices/Institutes/Centers of UEH.

Overview of the signing ceremony

In the period of 2022 - 2024, the cooperation between UEH and Ba Ria - Vung Tau Province has brought in diverse practical results with long-term orientation and close adherence to local needs. Specifically, UEH participated in giving comments on the draft planning dossier of Ba Ria - Vung Tau Province for the 2021-2030 period, with a vision to 2050 and gave comments at various Provincial Workshops as well as researched and developed the Project to develop Vung Tau City into a high-quality international tourism center, organized short-term training courses on “Innovation and digital transformation in the public sector” for more than 100 key leaders at the Provincial and District levels in the Province; concurrently, assigned lecturers with qualifications and experience to participate in teaching the training course for officials in the planning Provincial Party Executive Committee in 2023 and the training course to update knowledge on determining specific land prices in Vung Tau City in 2024; collaboratively organized 02 training courses on budget accounting at all levels (in 2023) and accounting for Communes, Wards and Towns (in 2024) in the Province. In addition, UEH organized training for Executive Masters of Public Policy for localities in the Southeast region with a scholarship policy of up to 50% tuition fee waiver for the entire course (including 08 civil servants leading and managing at the department level or higher of Ba Ria - Vung Tau Province). UEH and Ba Ria - Vung Tau Province also cooperated in the research and application of science and technology listed as implementing the Project "Evaluation of Science and Technology indicators affecting the TFP index of Ba Ria - Vung Tau province". In addition, UEH appointed researchers and specialists to participate in advisory councils and organize the Vung Tau Smart City Workshop (November 2022) for domestic and international scholars and enterprises to exchange, cooperate, and transfer science, technology, and design solutions.

Emphasizing the achievements made during the cooperation period of 2022 - 2024, Prof. Dr. Nguyen Dong Phong affirmed that with its scientific reputation and expertise in socio-economic fields, UEH has been ready to accompany and will continue to cooperate closely in many fields with Ba Ria - Vung Tau Province on the journey of sustainable local development.

Speaking at the ceremony, Secretary of the Provincial Party Committee Pham Viet Thanh shared: “Ba Ria - Vung Tau has the highest GRDP per capita in Vietnam and is continuing with the orientation of transforming the economic structure to no longer depend on oil and gas. However, our Province is still facing several challenges in public administration. Therefore, cooperation with the University of Economics Ho Chi Minh City (UEH) is essential, the cooperation with a long-term vision, beyond each project and event. Together, we continue to make efforts so that the cooperation will be substantial and specific to bring the highest efficiency", emphasized the Secretary of the Provincial Party Committee.

In accordance with the agreement, the People's Committee of Ba Ria - Vung Tau Province determined that University of Economics Ho Chi Minh City (UEH) will become a strategic partner in research - consulting - transfer, analysis, development, and proposal of policies and solutions for socio-economic management of the province, and training and development of human resources, particularly on 3 areas as follows:

Cooperation in support of building the development strategies and proposing solutions for the socio-economic management of Ba Ria - Vung Tau Province. UEH will support the province in identifying policy issues and proactively propose the implementation of sustainable socio-economic development topics and projects based on input data collection and related documents and reports, proposing policies and solutions for socio-economic management every 6 months, from now until the end of 2024 and the socio-economic development strategy for the 2025 – 2030 period. Concurrently, UEH will send specialists and researchers to be involved in the Province in researching, developing, and consulting on the implementation of socio-economic policies and projects as requested.

Cooperation in training, fostering, and improving the quality of high-quality human resources and strategic leadership to serve the socio-economic development requirements of Ba Ria - Vung Tau Province. Specifically, UEH will deploy training, fostering, and improving professional qualifications and capacity for public policy planning and public management and other sustainable development areas for officials, civil servants, and public employees in accordance with the needs of the Province; develop short-term training and fostering programs for local businesses and associations, especially, information on the learning outcomes of good students of the Province at UEH University to create a source for developing a plan to recruit civil servants and public employees for the province.
Cooperation in research and application of science and technology. Accordingly, UEH will proactively suggest the province carry out scientific and technological duties (topics, projects and so on), innovate and transfer to the province the results of scientific research, develop new technologies, and databases in research and projects ordered by the province, serving socio-economic development.

After more than 48 years of establishment and development, University of Economics Ho Chi Minh City (UEH) has made many contributions to scientific research, various international publications, key research topics at the state and local levels, applied research into practice with a wide international cooperation network with more than 125 international educational partners from large countries in the world. In addition, UEH has signed MoUs with 21 Provinces and Cities nationwide, achieving a number of practical results; training thousands of officials, economists, and managers with undergraduate and postgraduate degrees, many of whom have been holding important positions in agencies, units, organizations, and enterprises domestically and abroad.

With the ability to cooperate with localities in training, research, consulting and accompanying the development of socio-economic policies, it is expected that the cooperation agreement between UEH and Ba Ria - Vung Tau Province in the new period will help both sides achieve specific goals, creating positive values for the local economy and educational activities of the entire country.
